This is an old news. IAF had already decided to go in for Mi-17 because it already has existing Mi-17 in it's fleet and also because of its commonality with Mi-8's. The orders have been placed now.
Cheers

It wrung (a) Bell, sounded the death-knell for another american
company trying to get an Indian defence contract.Bell had thought
that the bells would toll for it, but the process took its toll
on Bell itself.

Although I am not sure, I think it is the deal for the 197 Choppers for the Army and not this one. And moreover, BELL did not withdraw, it was not selected. This deal has been scrapped now and the process has started all over again.
