All visas to India will be suspended effective Mar 13 till Apr 15. Not sure if it includes OCI visas, but likely. Only diplomatic and UN visas are exempt. And India has advised against all international travel. If the virus scare remains, look for it to get extended.

Look for most airlines to cancel at least some of their flights to India until Apr 15. Since a good majority of passengers to India are Indian citizens, the impact will be somewhat less than for other countries.

Any AI privatization has to be put on hold until at least September.

So what does this mean for flights? Are any international airlines stopping flights. I have a friend on the DL BOM-JFK flight on Sat or Sun. Wonder what will happen

I think only tourist visas and e-visas will be affected. It is possibly driven by the fact that two of the coronavirus cases detected in Rajasthan turned out to be Italian tourists who were holidaying there.

OCI is not a visa. It is a dual-nationality card, but without many of the privileges at the Indian end. I think they won't prevent OCI card holders from entering India, provided they haven't travelled through any of the badly affected areas of the world.

All visas are cancelled till April 15 except diplomatic and UN. This includes OCI also, however OCI holders can get a special visa/permission from the nearest Indian consulate or embassy provided they can show a compelling need to travel to India.

AI has cancelled almost all flights to Europe, however flights to LHR and UK are still running as usual. This is puzzling because now UK is more than 600 cases nearly the same as Spain.
