Not sure if it was mentioned this time around.

To add to the above, one of the three protagonists have also gotten 77Ls at throwaway prices and a minority (read: majority) stake in what used to be one of our half-decent airlines, allowing it to dictate fleet utilization, route planning and more.

Let's hope the new MoCA has a clear "reduce govt" agenda - starting with privatizing AI, getting rid of all the extra taxes and burdens on the sector etc.

I think there are too many ministries in general. Instead of giving focus, it has only created additional bureaucracies. My suggestions:

1) There should be one ministry of Transport with departments for each types (Surface, Rail, Aviation, Shipping).

That will make some of the regulatory bodies more powerful, and less susceptible to the Mantriji.

2) Similarly , Coal, Reneweable energy, Oil, Gas, Power should be all merged into Energy Ministry. Next, this Minority affairs, Child, Women, Tribals, youth affairs etc ministry should be dissolved into One single Human Development and Welfare.

3) Education should be made a separate Ministry with an Education Regulatory Board that will impart One Consistent level of education throughout the country, with some region specific needs up to L-12. At +12 levels, there is no need for regional focus - the focus should be purely on vocational skills/research & development across the country.
4) There should be a MoS for Sports exclusively within the Ministry of Education to give importance to fitness development.

5) Rural and Urban Development should be combined into Infrastructure Development ministry.
etc etc..

The boom in the number of ministries coincided with the coalition governments we've had in the last couple of decades, to satisfy the kith and kin of all the partymen that were propping up the government to the 272 mark.

Now that the BJP alone has clocked up those seats by itself, one can hope that we don't witness additional ministries (read: white elephants) set up for fun, but I'm not hopeful that this will be the case.

Clubbing ministries in the Indian context will only ensure that nothing will get done.

I don't think it is a good idea at all to have three totally different areas like surface transport, railways and aviation under one lumbering transport ministry. Each area is specialized with unique problems of its own and there is a need for a specialized ministry for each.

Same holds for every other field of activity like energy and education.

What is needed is greater accountability on the part of the bureaucrats and less political interference in day to day functioning. For instance, an additional stop for a train should be decided only on the basis of commercial viability or technical reasons, and not because the stop in question happens to be the constituency of some minister.

It would also not hurt to introduce greater transparency in the award of tenders and contracts. Easier said than done, as this is the no 1 source of under-the-table revenue for the babu-minister mafia.

Someone on SSC posted this wishlist for the coming MoCA.

a.Declare ATF as "Notified Good" so that uniform CST of 4% will be levied across india.

This will reduce the fare and increase pax in the domestic sector.
b. Remove service tax component for tickets. It adds 5% to the ticket fare.

c. Collect uniform Rs.200 as PSF from every passenger across india. Remove the tax component from it.

d.Enable night landing facilities for all existing airports and runways within one year.

e.Airports handling 1500 passengers a day should have 24/7 operations.

f.Set up perishable cargo export facilities across all the customs/international airports.
This will greatly help the local farmers. Set target to double the agri exports in the next 3 years.

g.Calculate the passenger growth for next 20 years and plan the human resource need.
Start recruiting in various departments ( ATC, customs, immigration, CISF etc).

h. If a foreign carrier requests connectivity for a new city not covered in BASA, put a notice asking objections from anyone.
If indian carriers object, they must start service within 120 days in the applied route.
If they don't object / accept and don't start service, approval will be given to foreign carrier.

i. Remove service tax for all MRO activities. It is a national shame that Srilanka with
less than 25 aircrafts is doing MRO activites for a bigger carrier like Indigo
while indian MRO companies are saddled by taxes and becoming costly.

j.Encourage companies that supply components to airbus/boeing to start manufacturing from india.
Give 20 years tax free holiday for them so as to attract bigger investment.
The next wave of engineering jobs must come from aeronautical and related engineering works.

k.Scrap the 5/20 rule. Instead make it as 15K or 20K domestic flying hours as the requirement.
More the aircrafts, this mark can be reached even in one year.
This will avoid fly by night operator + gives breathing time for existing carriers to prepare for competition.

l. Today we have too many carriers fighting with each other.
Do not to give NOC for any more airline company for next 5 years

Why do I think it will be more of the same?

I doubt if they'll do much to retrench AI's bloated bureaucracy. The BJP wouldn't want to tick off the Shiv Sena in Maharashtra where I'm assuming most of the cuts could be made given the shift of ops. to Delhi.

But at the end of the day, egardless of Mr. Modi's much touted administrative skills and lack of avarice, we forget that the BJP is not just Modi. It mostly includes the same batch of thugs who also pillaged and plundered AI and the aviation industry 10 years ago. Yes, their pillaging pales in comparison to the UPA thugs, but then again, there was far less money to be made back then (mostly because the MoCA was still dithering about how it could "protect" AI while giving the farm away to the Gulfies - at least PP for all his crony capitalism allowed things to proceed).

Yup. Modi is planning to implement this process of "Minimum Government Maximum Governance". It worked for him when he was the CM of Gujarat. I don't think it will work for him at the centre, considering that it will be politically risky with all his allies craving for a cabinet berth.

But he should stick to his stand with what is good for the country and not to fall under the trap of "Coialation Dharma". MMS gave that as an excuse for the corruption and policy paralysis.

Good. Hopefully a similar logic will be applied across the board. We really don't need a hundred ministries and cabinet ministers.

A cabinet-level minister for the overall area of responsibility (like transport), supported by a junior minister for each subdivision (eg air, road, sea etc) is the way to do it. Maybe an exception for railways, given the importance and complications.

I mean did we really ever need a minister each for Heavy Industry, Small Industry, Cottage Industry, Light Industry, Imaginary Industry...? And then there's nonsense like Information & Broadcasting, Overseas Indians and such.

Around 20 ministries and corresponding cabinet-level positions is a perfectly good number. Eg:

Land Reform
Law
State Relations
Education
Health

Trade & Commerce

I also like the way NaMo has given ministerial portfolios to the non-BJP NDA allies, in spite of having an absolute majority in the house.

Modi will not have any issues with his allies in Tamil Nadu are concerned. But he will have to accommodate some Sena MPs because they hold the key for BJP in the upcoming Maharashtra Assembly elections. BJP will not be able to win a majority there.

Well, he's given just the Heavy Industries portfolio to the Shiv Sena and they don't like it, and of course the fact that that's the only berth given considering that they're the second largest party in the alliance.

The minister in question - Geete - has refused to take office too.
