NEW DELHI/MUMBAI: All efforts are on to stave-off a strike proposed for next week by a section of Air India pilots, said a senior company official Saturday.

"All our efforts are on to stave-off this strike, which will have a deep impact on our airline which is facing some tough times," a senior Air India official.

A group of pilots from the erstwhile Indian Airlines, which has now been merged into flag carrier Air India, had served notice Feb 23 of striking work March 9, an official said.

The Indian Commercial Pilots Association (ICPA) served the notice to airline chairman and managing director Arvind Jadhav stating that they will strike work as the management had failed to address their grievances, including pay parity and better working conditions.

"We have served the notice (more than) 14 days before as per Section 22 of the Industrial Disputes Act. We will strike work March 9," ICPA General Secretary Captain Rishabh Kapoor had said.

The association has claimed that there are differences in salaries and working conditions of pilots of Indian Airlines and Air India and that the management has violated the memorandum of settlement signed in November 2009 on implementing the Sixth Pay Commission recommendations.

The ICPA is also demanding payment of arrears since the date of merger of the two airlines in 2007. The ICPA represents some 800 pilots of the erstwhile Indian Airlines.

Meanwhile, Air India's Jadhav, in an open letter to the employees requested them not to go on strike when the company was facing financial problems and an on-going evacuation operation in Libya.

"It is time for all of us to strive and work towards a growth path which would take the company out of its present difficulties."

Jadhav thanked and congratulated the unions for considering and agreeing to Civil Aviation Minister Vayalar Ravi .s initiative to constitute an independent committee, headed by a retired judge, to look into the airlines issues.

"Our issues are complex and can only be resolved through sustained dialogue. Any ad hoc decision would only complicate the matter further. You should understand that at this juncture, demands of one category of employees cannot be addressed in isolation," he said.

The cash-strapped airline had reported a decrease in its net loss for the fiscal 2009-2010, which stood at Rs 5,551 crore as against a net loss of Rs 7,189 crore in the fiscal 2008-2009.

Last-year, the central government had infused Rs 2,000 crore of fresh equity in the flag-carrier last year, in two instalments of Rs 800 crore and Rs 1,200 crore.

Finance Minister Pranab Mukherjee , in his 2011-12 budget, had said: "As a part of the process for financial restructuring of National Aviation Company of India Limited , an amount of Rs 1,200 crore has been provided."

The proposal for restructuring was based on inputs from the national carrier and put up by newly-appointed minister Vayalar Ravi.

I hope this is a softening on the stance of the union - a strike is the last thing AI needs right now, and ultimately all the "injustices" will be a moot point if the airline folds.

Showing his concern for the strike call by the ICPA, Jadhav has thanked and congratulated the unions for considering and agreeing to the minister's initiative to constitute an independent committee, headed by a retired judge, to look into the issues.

The pilots, however, have refused to give in and will go ahead with their strike call until they get a written assurance.

"Since our salaries are hourly based, it has come down by 40 per cent because the airline has stopped flying in several routes, including many profitable ones," says a pilot of the ICPA.

Panel for more money for carrier

The government should occasionally grant thousands of crores of rupees to Air India for its functioning as withdrawal of flights from profitable routes and unresolved issues relating to its merger do not augur well for the carrier, a parliamentary committee has said.

The committee also feels that Air India can only return to its earlier glory if the issues related to the merger of Air India and Indian Airlines is sorted out.

"The committee recommends that the government should differentiate between private airlines and Air India as a public sector undertaking supported by the government occasionally by granting thousands of crore of rupees for its functioning," said a report by the standing committee on Transport, Tourism and Culture.


The report was tabled in the Rajya Sabha on Saturday.


Occasionally granting thousands of crores???? WTF man? How about spending that on education, health or water? Instead of on bailing out an airline?

Buckling under government’s pressure and some straight talk by the civil aviation minister Vayalar Ravi during the day, the Air India pilots threatening strike from Wednesday agreed to postpone it by a week.

In a conciliatory meeting called by the chief labour commissioner between the protesting pilots and airline’s management, the pilots climbed down from their earlier stand. “Initially the pilots insisted on a 48-hour delay and management insisted on a 15-day period to work out an interim relief. Towards the end the pilots agreed to the seven-day period,” said an airline executive in the know. In fact, Ravi has directed the management not to buckle under the strike threat.

“While demands of the protesting pilots related to parity and working conditions are genuine, they are clubbing these with unnecessary issues like free tickets, thereby trivialising the genuine concerns,” said the source. Free tickets or passages are already being worked out and a temporary freeze was put so that parity for all could be decided upon, added the source. In fact, the management is said to have submitted an interim relief package to the minister for his approval. The package includes a proposal to allow a fixed salary component for Indian Airlines’ pilots, which as of now is based on number of hours flown.

“I have appealed to them and have also instructed the CMD Air India (Arvind Jadhav) to sort out all the administrative issues” Ravi said.

The Indian Commercial Pilots Association, representing around 800 pilots from the erstwhile Indian Airlines, had served notice on February 23 for striking work from March 9. The union claimed there were differences in salaries and working conditions of pilots of Indian Airlines and Air India. It also protested violation of memorandum of settlement signed in November 2009 on implementing 6th Pay Commission recommendations.


What's going on? What does the union hope will change in a week? Or is this a step down/ retreat on their position?
