Police jeep strays onto IGI runway

NEW DELHI: Ninety-four passengers of Lucknow-bound Kingfisher Airline flight IT653 had a narrow escape on Sunday when a Delhi Police jeep which was posted at the airport as part of security arrangements for President Pratibha Patil strayed onto the runway.

According to Kingfigher sources, the pilot noticed two headlights on the runway when the flight was just about to take-off at around 7:30 pm. He immediately aborted take-off and informed air traffic control.

A Kingfisher airlines spokesperson said: ‘‘The plane had just begun its take-off roll and was at a very low speed when the commander noticed an orange light and a red light at the end of the runway. In keeping with airline policy, the commander followed the normal protocol of rejecting take off and safely taxiing back to the runway.’’ He added that the flight took-off safely after 15-20 minutes. Sources said the jeep should not have been anywhere on the runway.

‘‘At 7:30 pm ATC was informed that a Kingfisher flight abandoned take-off from runway 9 as it noticed some light at the end of the runway. It was found that a Delhi Police gypsy standing on the service road near the beginning of runway 27 had its headlights on. The gypsy had come for VIP movement in the technical area,’’ said a DIAL spokesperson. Patil was arriving from Amravati and the police jeep was a part of the cavalcade posted for the purpose.

Last year, a SpiceJet flight for Goa aborted take-off when the pilot spotted another plane on the runway. When contacted, Delhi Police PRO Rajan Bhagat said the matter was being looked into.

A police jeep cannot be positioned on the operational area & if the necessity is there.The vehicle has to be equipped with appropriate ATC transreciever & the vehicle driver should posses a valid category VOIP to drive in that area.

From what it sounds like, the police jeep was not on the actual runway but was on a service road that goes around the runway. It was more of a miscommunication than a massive mistake that could have cost lives. The pilot did the right thing aborting the take-off and making sure the car was indeed not on the runway.

Granting a clean chit to the Delhi Police, DIAL made it clear that the Gypsy was not on the runway, and that it was parked 50 metres away from it in the apron area and would not have posed any danger to the Lucknow-bound Kingfisher flight.
The incident occured around 7.30 pm, when the aircraft started rolling in for take-off. The plane was going to take-off from secondary runway 27/09, when the pilot noticed the headlights of a vehicle.
“The commander of the aircraft noticed an orange light and a set of red lights at the end of the runway,” a Kingfisher spokesperson said. The pilot immediately informed the ATC and the Apron Operation Command Centre and rejected the take-off, before safely taxiing back to the bay.
“Seeing the lights from more than a distance of 2 km, the pilot might have felt the vehicle was parked on the runway,” Arun Arora, of DIAL’s corporate communications said.
However, when DIAL’s follow-me vehicle went to check, it found the Delhi Police gypsy was parked at a comfortable distance, in the service area at the end of the secondary runway. This area is close to the Air Force technical area, from where VIPs board aircraft. President Pratibha Patil was scheduled to fly on Sunday.
“Upon investigation, it was found that a police vehicle was positioned on the Service Road near the runway 27 threshold, with its head lights and red beacon switched on. It was an authorised police vehicle operating on an approved service road, due to VIP movement in the adjacent technical area. At no time was it on the runway nor did it pose a risk to any aircraft,” Arora said.
The Kingfisher flight subsequently departed at 8.17 pm. DIAL has sent a detailed report to the DGCA. DIAL’s follow-me vehicle told personnel in the Delhi Police Gypsy to switch off their lights so that the pilots are not distracted.
“We have been handling VIP security for a long time and our officers know the exact procedure to follow. When nothing wrong was done, there is no point of taking action against anyone,” a senior Delhi Police officer said.

Headlights were visible & that indicates it was facing the Runway even if it was on the service road.
It should have been 90 degrees to the runway.That caused the confusion.
