Hi there all. I am new to this website and would like some of you to give me a little help. I am a NRI living and working in UK LHR LONDON. I am employed by American Airlines as a Aircraft Maintenance Engineer Supervisor certifying on B777-200/300s and Boeing 767-300s as well as Airbus A330s. I wish to sit the DGCA AME exam in catergories Heavy Airplanes and JEt Engines. I have applied to the DGCA for a Computer number enabling me to sit the exams (for which I have all the reading notes etc). I submitted all the necessary documentation however I have not heard back from them. All emails to them are ignored and not replied to. I have tried calling them and they just either not answwer the phone or just hang up. Last week on a visit to DELHI i tried in vain to arrange to meet them but this was like trying to arrange to meet President Bush.I got nowhere..........so....I was wondering if anyone here knows the next couse of action for me??.
Please help!!

Section 2,Series L is your answer.
Does your airline operate to DEL.If so ask your company person to drop off a letter from you to DAW office & collect an Ack on a copy for your records.
You might need a few trips to be taken by that person.Ideal if the person handing over the docs takes a contact no of a staff present there for quicker response.

Well tried calling them again today at the DGCA Delhi and those guys must be every so busy - they do not even answer the phone!...And when they do they say they are busy and just hang up....I have not in my life come across a rudest bunch of so called "professionals"....Maybe it is why some countried will not take them seriously when they behave like this......How can someone find someone in there to help when they do not want to talk...I have tried visiting too and they told me to come back in the "summer".......what is meant by this peculiar strange behaviour?.....
I am at loss at to what the next stage is.
My application was sent Signature Delivery.
Any Ideas please? |

Do you have your Airline rep at any metros in India especially DEL.
Can you get your QCM to dash off an official letter to them on the query.

My Airline Rep was almost left in tears after she was verbally abused on her sexual preferences by these so called "proffessionals" at the DGCA...they seem like a shameless bunch of guys who do not know how to behave in front of females.
A letter was sent by my Quality Manager from LHR which again has been ignored and so too have the 5-6 emails to them from him....
We are at our wits end on how to deal with these people.
These are the same people took alot of money from us at DEL |

Im surprised that this has occured.
Would you consider contacting the DGCA himself at DEL.
Or
The Higher ranked officers of grade DAW/CAW would be of a lot more character.

what about the American pilot in 2006?
The numbers of the Higher officials will be with the QC depts of any airline in DEL,including their personal numbers.Ask your airline staff to collect it from someone in Mx out there.Ask for DAW & CAW level officers.Even Sr Airworthiness officers [junior level] can assist.

Have tried dealing with the top officials as well as the junior members....the ofiicials at airlines are not interested after all it does not concern them whether i get a Computer Number....
I was talking about the American Captain whose wife ended up in Delhi Prison in 2006.....and the way she was treated by "top Officials" |

Any names of the officials at DEL that did not respond favourably to you or your QCM.

Sure I understand your hesitation to name on a public forum.
Im sure your airline has taken this up officially with the regulatory body & ministry by now regarding the attitude of the higher ups you say did not cooperate.

Have you tried registered AD.
Possible you have the wrong address.
Are they not responding officially to your QCM letters,What about licence renewals & official correspondence.How do you continue to function as approved organisation.

| we have senr registered signed for letters.....we have sent emails.....we have tried calling.......we have tried visiting them.....we have had nothing back....we currently do not operate under DGCA system but operate under FAA licensing |

So what do you do in case your aircraft has an incident in India.how are you getting the needed clearences from the regulatory authority.

| what do you mean incident?....last year we had an Engine change at DEL due to compressor failure.......DGCA did not play any part in this and why should they ...it has nothing to do with them..we Dealt with BCAS for passes and even that was a joke!....We had to wait 2 weeks before we could access our own Aircraft!.......the whole thing lasted almost 4 weeks just because they would not give us passes for the Engine change team.......This was exactly the same reason BMI pulled out of Bombay after thier A330 had a landing gear truck problem.they too had to wait 2 weeks to access their aeroplane and they said they did not have time for Bombay and BCAS |

wouldn't you inform the regulatory authority [D.A.S] of the state in which an incident occured.

Boeing 777-200/300 and Airbus A330, I presume you are trying to find a job with 9W?
I'm not in the aviation business but I should think an experienced professional like you should find SQ, EK or QR quite a cakewalk to get into, and you don't need any approval from the damned DGCA for these.
Why do you waste your time with DGCA? They are a bunch of arrogant gits , much like any other arm of the GOI.

Not on this topic Raj.But otherwise,in case of an incident would your airline not inform the regulatory authority of the country the incident occured in?

Oh yes of course the country's governing body would have to be informed.but to be honest with you FAA would be controlling whole incident.....The Feds will not allow anyone near an investigation on a N Reg aircraft.
Now anyone can help on the DGCA Computer Number application?.....any other ideas on how they will perhaps communicate........
Someone has sent me an idea of what perhaps I am doing wrong...involving a brown envelope.....but I hate to think this could be the way forward |
