In the next two to three months, you will need to give either your passport or Aadhaar number to fly+ even within India.

Aviation ministry sources say that passenger identification has become mandatory because it is looking to put four levels of offences — graded in terms of seriousness — in its proposed nofly list. Each level will prescribe a different grounding period for passengers.

"To implement this, we need a foolproof way of identifying passengers. This could be done by asking people to give either Aadhaar or passport number at the time of booking flights. One of these two will be chosen.

The draft civil aviation requirement (CAR) will be put out for public discussion possibly next week itself, giving people 30 days to give their suggestions on the same. So by this June or July, we will have the entire thing in place," said a highly placed source.

The passenger identification blueprint is already in place as international bookings are done by giving passport details.

This system will just need to be replicated for domestic bookings.

While the government is finalising the level of offences and the ban each level should invite, airlines already have a system in place to see how unruly a passenger and what action should be taken against him or her.

So the minister who deserved to be grounded (and stripped of his MP status and tried for a criminal offence) gets back his flying privileges, while a whole new movement on creation of no-fly list and grounding of passengers starts gaining momentum with this episode.

Reminds me of the story of the Indian Rupee and US Dollar. If there is a crisis in India, Rupee falls against the Dollar and if there is a crisis in the US, Rupee falls against the Dollar.

What does the grounding of the minister have to do with the requirement of passport/adhar card for flying domestic? Don't see the connection between the two. Care to explain?

A no-fly list is a good idea, IMO. and a fool-proof mehtod for IDing a passenger is required for this.

The whole idea of no-fly list started gaining momentum after this MP slapped some flight attendants with his chappals.

While no-fly list may be useful and beneficial in general, there will always be an elite class for whom such laws will not apply. The general public will just be burdened with yet another compliance requirement.

The MP in question argues that because he was grounded, he cannot attend Lok Sabha sessions and got his flying privileges restored. While, in all fairness, he should have actually been stripped of his MP privileges!

So just like the Rupee tumbles against the dollar regardless of whether there is a crisis in India or the US, it is the general public who has to bear extra burden of every new policy, regardless of what brought about the policy.

Why not driver license and OCI card also be a part of civil aviation requirement?

At least till recently, all government issued ids with photos were accepted.
These included passports, driving licences, adhar cards, voter ID cards and PAN cards.

Am sure OCI cards are accepted if they have the individual's photo on them.

As of now, a lot of people have multiple driver licenses, issued in different states, or sometimes same state but different RTOs.

Soon, you will need to provide an identity card while buying an air ticket. The Civil Aviation Ministry will frame regulations which would make it mandatory for a passenger to provide his identity card number while booking a flight.

Air travellers are already required to carry a copy of their identity card while entering an airport. Now, a digital unique identification such as Aadhaar, PAN (Permanent Account Number), Passport Number is being proposed for air passengers, Minister of State for Civil Aviation Jayant Sinha said. This is part of the initiatives that the ministry is undertaking to use technology in order to make airport check-in seamless and formation of a no-fly list. The ministry had conceptualised the idea of a no-fly list after a Shiv Sena MP hit an Air India MP on board leading to all airlines boycotting him.

The ministry has also set up a digital traveller working group to provide suggestions on implementing the scheme.

Within 30 days, the group would come out with a white paper and subsequently, comments from the stakeholders would be sought before finalising the norms, Sinha said.

The ministry has asked software giant Wipro to study the prospect of building an integrated platform that will use a passenger's Aadhaar-based biometric information for the check-in process across all airports. The idea, officials said, was to cut down the time a passenger spends in airport queues. In a small way, the process has already been tried - at a few gates of the GMR-owned Hyderabad Airport. Bengaluru Airport which is owned by the Fairfax and GVK group is also utilising biometric information-enabled checking points to enable swift check-in.

Under the initiative, Aadhaar would not be made mandatory but would be an option among other digital identities, the minister said.

"This is a pull experience and not a push experience. Passengers still have the option of carrying a boarding pass if they so wish," he said.

With such a database, kiosks can be built at separate points of the airport, including boarding gates, through which a passenger can just walk in without any manual inspection

According to Sinha, the Ministry is studying proposals and would conduct extensive consultations to ensure comprehensive traveller coverage, convenience and privacy.

The government has no plans to make Aadhaar number mandatory for booking air tickets, Parliament’s Standing Committee on Home Affairs has been told.

This was conveyed to a group of MPs by officials led by Union home secretary-designate Rajiv Gauba on Thursday.

At the meeting of the standing committee, headed by P Chidambaram, the top officials said no decision has been taken by the government in this regard, an MP, who attended the meeting, told PTI.

The parliamentarians were assured by the officials that Aadhaar data was safe and there was no chance of it falling in wrong hands as the main server was placed in a foolproof system.

The queries by members of the panel were answered by the representatives of the home ministry and the Unique Identification Authority of India (UIDAI), the nodal authority for Aadhaar in the country.

The Centre has made identity proof mandatory for booking of domestic air tickets. This decision has come as a part of the final rules of the "no-fly list" (NFL) that will be issued on Friday.

Once implemented, passengers will have to use the unique identification number on their Aadhaar card or driving licence or passport or pan number to book tickets for flights of domestic airlines, which will in turn serve as a fool-proof method to identify disorderly passengers.

The authorities are even thinking of including the Election Commission voter ID card as a valid ID proof. However, a final decision is yet to be taken.

In case of booking flight tickets to international destinations, passengers will have to provide their passport numbers.

"India is pioneering in having a no-fly list on the basis of safety as other countries have it on security grounds. A DGCA team (led by chief BS Bhullar) recently had discussions with global regulators at a meet in Mongolia," Union Minister of State for Civil Aviation Jayant Sinha was quoted by the Times of India as saying.

"We had received comments on the draft NFL and after much deliberations, the final rules will be issued on Friday," Sinha added.
