IAF will add two more Israeli AWACS to its fleet

Nov 8, 2011

India will order another two advanced Israeli Phalcon AWACS (airborne warning and control systems), or the "formidable eyes in the sky'' capable of detecting hostile aircraft, cruise missiles and other incoming aerial threat far before ground-based radars at a cost of over $800 million soon.

Top defence ministry sources say the "draft contract'' for the two new AWACS "is now finally in the final stages of being examined'' before it's inked as a follow-on order to the $1.1-billion tripartite agreement among India, Israel and Russia in 2004, under which IAF inducted three Phalcon AWACS in 2009-10. The purchase comes at a time when Pakistan is fast snapping at India's heels in this complex military arena, having first inducted four Swedish Saab-2000s and on the verge of getting four Chinese ZDK-03 AWACS.

India's tryst with AWACS has been beset with several problems. First, delivery of the first three AWACS , which have the Israeli 360-degree Phalcon early-warning radar and communication suite mounted on Russian IL-76 heavy-lift military aircraft, was delayed by over two years. Then, there were major teething problems in them getting fully operational, with the Phalcons even being grounded at Agra for some time.

But the IAF is all gung-ho about them, claiming they are "true game-changers'' in modern air warfare, which is more about BVR (beyond visual range) combat rather than face-to-face dogfights of yore. "The Phalcons significantly boost the effectiveness of both offensive and defensive operations. Their enhanced detection and interception capability, connected to fighters and surface-to-air missile systems, are tremendous force-multipliers," said an officer.

Apart from detection of incoming cruise missiles and aircraft from over 400-km away in all-weather conditions, and direction of air defence fighters during combat operations, the Phalcons while flying well within Indian airspace can also monitor troop build-ups or activity at airbases and missile silos deep inside Pakistan.

Indigenous efforts to develop mini-AWACS in a Rs 1,800-crore project approved in 2004, under which AEW&C (airborne early warning and control) systems developed by DRDO are being mounted on three Embraer-145 jets obtained from Brazil for $210 million, have, however, been hit by several delays.

As earlier reported by TOI, their project completion date has been pushed back to April, 2014. These indigenous airborne surveillance platforms will have a normal radar range of 250-km and a 375-km extended one, with a 240-degree coverage and five-hour endurance time.

India To Purchase Two More Israeli Surveillance Aircraft

March 4, 2016

India’s Cabinet Committee on Security (CCS) on Tuesday cleared the purchase of two more surveillance aircraft from Israel at a cost of INR 7,500 crore (USD 1.1 billion).

The CCS chaired by Prime Minister Narendra Modi cleared the proposal for two Phalcon Airborne Early Warning and Control Systems (AWACS) under a tripartite agreement with Israel and Russia, The Hindu reported Thursday.

The AWACS are advanced radars mounted on an aircraft to give 360 degree coverage to detect incoming aircraft and missiles at long ranges.

India had procured three Phalcon AWACS, Israeli radars mounted on Russian IL-76 transport aircraft, in 2003 at cost of $1 billion.

Modi is expected to visit Israel later this year, the first by any Indian prime minister.

According to a report by HIS Jane's 380 website, India is expected to procure Israeli military equipment worth an estimated $3 billion ahead of the visit.

In addition to the AWACS, it is due to procure four supplementary Rafael/IAI radar-equipped aerostats for low-level air and sea surveillance by the Indian Air Force, Haaretz reported.

this reminds me what happened to A330 air-tanker order? Also, can't these radars be mounted on a platform better than IL-76?

According to Indian sources, New Delhi intends to purchase the additional Il-76s from Uzbekistan.

They will be modified in the facilities of the Tashkent Mechanical Plant in Uzbekistan in co-operation with Beriev in Taganrog, Russia.

IAI’s Elta division will install the radar in the IL-76 dome in Israel with the other sensors that comprise the Phalcon system.

Aseem: any particular reason or which you do not feel he Il-76 to be suitable for the job, as the Be-50?
Cheers, Sumantra.

IAF's plans to acquire planes from Israel, Russia on hold due to price hike

September 11, 2017

Indian Air Force's (IAF) plans to acquire two new Airborne Early Warning Systems (AWACS) 'eyes in the sky' from Israel and Russia have witnessed a steep hike in price of the surveillance platforms, forcing the government to put the project on hold.

India had acquired three AWACS systems in 2003 in which the Russian Ilyushin-76 aircraft were equipped with two Israel-made sophisticated radars at the cost of $1.1 billion (over Rs 7,035 crore) to carry out surveillance of enemy aircraft, drones and cruise missiles at ranges up to 400-500 km inside their territory.

"The price of the two new AWACS has been quoted very high. Vendors have asked for much more as compared to the cost of the three planes bought earlier. It cannot be agreed to and that is why the programme has been stalled," senior government sources told Mail Today.

"The main reason behind the steep jump in the price is the almost three-fold increase in the price of the IL-76 planes, on which the radars have to be mounted," sources said. It was earlier expected that the deal would be clinched at the time of Prime Minister Narendra Modi's visit to Israel earlier this year, but it could not be completed.

call it bias, but don't trust Russian transfort/civil aviation stuff. Why don't they look for used B767 or A332 instead?
