Air India planning IL-76 cargo charter

AIR INDIA LIMITED (AIL) invites quotations from the service providers dealing in the hiring of Charter Planes/ Charter provider companies for entering into a rate running contract for Two years for transportation of Aero Engines and other components by Charter Plane, as per the following details:

Period of contract and work scope.

a) The contract shall be valid for a period of two years from the date of issue of contract.

b) IL 76 Aircraft shall be chartered for transportation of Aero Engines and stands etc. throughout the International Airports on AI’s network, wherever freighter services are not available. Job shall be assigned from time to time as per our actual requirement. Service provider has to position the air craft within 24-36 hrs of the notice given to them. The Aircraft will be staying at the overseas destination station for a minimum period of 12 hrs and shall come back with the unserviceable engine and other items to the destination of origin. The service provider shall be responsible for:
I) loading and off-loading and other related activities at the Airports
II) Permission and clearance from DGCA officials and other regulatory authorities.

c) The estimated size and weight of the items to be carried on charter will be as under:
i) Engine on stand: 470 (L) x 315 (W)x 260 (H) Cms. Appx. Weight-5,000 kgs.
ii) Empty stand : 470 (L) x 315 (W)x 160 (H) Cms. Appx.Weight - 3,000 kgs.
iii) Miscellaneous Pkgs.: 15-20 numbers, weighing Appx. 2,000 kgs.

d) There is no commitment for the job at the moment as it will be purely on need basis. This arrangement is for cutting short the lead time of tendering at the time of actual requirement.


Sector:

1. Delhi Airport to anywhere in the International network of Air India and back after detention of 12 hrs. at overseas station. ( IL 76 Charter Aircraft )
2. Mumbai Airport to anywhere in the International network of Air India and back after detention of 12 hrs. at overseas station. ( IL 76 Charter Aircraft

It looks like a lot of engines are falling due for overhaul in the next two years, and AI's internal facility cannot handle the load.

But why only IL-76?

Going by the sectors mentioned in the last lines, I think they'll be attempting to execute engine swaps at remote AI stations and ferry the busted engines back to BOM or DEL.

Im guessing Il 76 because it's easier to roll the 5 tonne engine stand on and off the old russian? Wink

AI is in serious trouble if they are encountering so many busted engines at remote stations that they need a dedicated freighter to transport engines.

I think that the freighter is being leased to ferry engines from BOM/DEL to overseas maintenance facilities for overhaul. It looks like more engines are falling due for overhaul than AI can handle over the next two years, so some of them have to be sent abroad. AI have been known to send engines to Singapore and Hong Kong for this.

...or a L-1101F registered V2-LEO, which saw action as a freighter for a day, and since then, has been stored at a California boneyard Razz

What is sad is they want this to avoid tendering when the engine goes down. Stupid rules mean that even for last minute urgency - AI has to tender ? ? ?

I think this deal with come with some minimum cost irrespective of usage and then on a per usage basis additional cost. Not sure if that would be lesser than arranging for an aircraft when the engine goes down
