Boeing Says It Got U.S. License to Sell Spare Parts to Iran

Airplane maker Boeing on Friday said it had been granted a license from the U.S. Treasury Department to supply spare parts for commercial airplanes to Iran "for safety of flight purposes."

The news was first reported by Reuters.

Boeing did not release an official statement, but a company official confirmed the report to NBC News.

The license is for a limited time, as defined by the agreement Secretary of State John Kerry reached with Iran late last year, spokesman Tim Neale told NBC News.

In November, Iran signed an agreement to curtail its nuclear activities for six months in exchange for sanctions relief from Britain, China, France, Germany, Russia and the United States.

According to an unnamed Boeing source quoted by Reuters, Boeing received the license this week and would now contact officials in Iran to determine which parts were needed.

The report added that the license covered only components needed to ensure continued safe flight operations of older Boeing planes sold to Iran before the 1979 revolution and did not allow discussions about sales of new aircraft to Iran.

Current U.S. sanctions on Iran include an embargo on dealings with the country, as well as a ban on selling aircraft and parts to Iranian airline carriers.

Can Boeing still supply spares for long out of production models like the 707, 727, 747-200 and 747SP?

It would be good if they can extend the license to entire airplanes. Boeing can palm off some of the less popular but newer models like the 748 and 77L to the Iranians.

Kudos to Iran Air for continuing to keep their fleet from 1979 in the skies, but it's about time they purchased some new metal by hook or by crook.

They have Tupolevs on order, but the A300s, 310s and the 747s are still the mainstay of their fleet and are several decades old already.

Boeing, General Electric given okay to sell Iran aircraft spares

Boeing and General Electric have secured licenses from the US Treasury Department to export certain aircraft spare parts to Iran. Reuters newswire quoted a Boeing spokesman as saying the parts were needed to ensure safe flight, but did not specify which parts would be sold or for what price.

The deal is part of a temporary agreement that US Secretary of State John Kerry reached with the Iranians during talks held late last year in Geneva over Iran's controversial nuclear program.

Boeing said that among the conditions of its licence are that only components required to ensure ongoing safe flight operations of planes it sold to Iran before the 1979 revolution can be sold.

Engine manufacturer General Electric said it had been given the go-ahead to overhaul eighteen engines sold to Iran in the late 1970s.
The work is to be carried out at either General Electric facilities or at German firm MTU Aero Engines, it said.

Iran claims the imposition of sanctions has severely impacted the overall safety of its skies with local airlines often sourcing spares from the international black market.

According to ch-aviation's fleet database, the only active civil Boeing aircraft exported to Iran before 1979 are two B747-200(M) and four B747SP aircraft operated by Iran Air, a B747-200(F) freighter operated by Caspian Airlines as well as two B707-300s and a B737-200 operated by Meraj Air.

Iran decries Boeing's prices for spare parts

Boeing has yet to sell Iran any aircraft spares despite the recent signing of a Memorandum of Understanding to do so. According to Iran's IRIB news agency, Iranian MP, Jalil Sar Ghale, told a Tehran parliamentary inquest that the US manufacturer's quoted prices were three times those of current market prices leading the Iranian Civil Aviation Organization (IrCAO) to reject the offer.

Should Boeing fail to reconsider its prices, Ghale said, Iran would resume using the international black market where it is able to source most of its spares requirements, despite sanctions.

As its stands, Boeing has so far only supplied Iran Air with flight security documents and manuals.

With the signing of an interim deal between Iran and the Group 5+1 (the US, Russia, China, France and Britain plus Germany) in Geneva in November 2013, IrCAO Director General, Alireza Jahangirian, said USD1billion had been budgeted for the purchase of new aircraft and spare parts to help improve Iran's accident-prone domestic aviation scene.

What happens when parts are required for the 747SP, 747-200, 727, etc? Especially, if these parts are not common with the 747-400, which are still flying in quite good numbers around the world.

Fabrication? Considering the high cost it will fetch, I highly doubt that is an option, or is it?

Boeing in first official transaction with Iran since 1979

Boeing has confirmed it sold Iran aircraft-related documents in the US manufacturer's first official dealings with the Iranian carrier since the 1979 Iran hostage crisis. The transaction was made possible by the US Office of Foreign Assets Control (OFAC) which granted Boeing a licence in line with the terms of an interim nuclear deal between Iran and the Group 5+1 (the US, Russia, China, France and Britain plus Germany) signed in Geneva late last year.

According to Boeing's third quarter SEC filing, the transaction with Iran Air (IR, Tehran Mehrabad) consisted of aircraft manuals, drawings, and navigation charts and data.

"During the third quarter of 2014, we sold aircraft manuals, drawings, and navigation charts and data to Iran Air. We generated approximately USD120'000 in gross revenues and USD12'000 net profits during the third quarter from these sales," it said.

Boeing said it may pursue additional deals with the Iranians though this is contingent on it securing legal confirmation in terms of the Iran Threat Reduction and Syria Human Rights Act of 2012 and Section 13(r) of the Securities Exchange Act of 1934, that require disclosure of certain activities, transactions or dealings relating to Iran, to be made.

The US Treasury had also approved Boeing and engine manufacturer, General Electric (GE), to supply the Iranians with spare parts. GE was approved to service 18 engines sold to Iran in the late 1970s.

In August, Tehran lambasted Boeing for quoting it prices that were three times those of current market prices. In the absence of a climbdown, the Iranian government had threatened to resume using the international black market where it is able to source most of its spares requirements, despite sanctions.
