India orders six additional C-130Js

New Delhi has finalised an order for an additional batch of six Lockheed Martin C-130J Hercules tactical transports for the Indian air force.

The letter of offer and acceptance was signed on 27 December, according to sources from the ministry of defence.

India’s Defence Acquisition Council (DAC) had cleared the procurement in September this year. The new C-130Js are to be acquired via the US government’s Foreign Military Sales mechanism, and the first aircraft are to be delivered within three years of the signing of the contract.

Configured for special mission operations, the aircraft will be part of the Eastern Air Command and are to be based out of Panagarh in India’s eastern state of West Bengal, catering for requirements in India’s northeast region and the Andaman and Nicobar Islands.

The six C-130Js that were delivered by Lockheed Martin as part of a 2008 contract are all based at Hindan air force base near New Delhi and are flown by 77 Sqn.

The estimated $1.2 billion contract for the new aircraft includes six spare Rolls-Royce AE2100-D3 engines, eight ATK AN/AAR-47 missile warning systems, eight AAQ-22 Star SAFIRE III special operations suites by FLIR Systems, eight Rockwell Collins ARC-210 radios and 3,200 flare cartridges. BAE systems will provide eight AN/ALR-56M advanced radar warning receivers along with AN/ALE-47 counter-measures dispensing systems.

Indian air force C-130J tactical transports are configured for special mission roles and are fitted with an infrared detection set, enabling precision low-level flying, airdrops and landing in blackout conditions. The aircraft are also equipped with air-to-air refuelling capability and have been used extensively for humanitarian relief tasks, operating under austere field conditions.

India finalises follow-on C-130J buy

Lockheed Martin has received a contract worth almost $565 million to produce an additional six C-130J-30 tactical transports for the Indian air force.

“The total cumulative face value of the contract is $2.06 billion,” says the US Department of Defense of the Foreign Military Sales deal. India’s Defence Acquisition Council had cleared the acquisition in September 2013.

Deliveries are scheduled to begin in 2017, with the new aircraft to be operated from Panagarh air base in India’s eastern state of West Bengal.

India placed its first, $1.2 billion order for six C-130Js in late 2008, with the special mission-configured transports having entered use at Hindon air base by 2011.

New Delhi has chosen not to order an additional aircraft to replace aircraft KC-3803, which crashed in March this year.

Lockheed expects New Delhi to replace lost C-130J

Lockheed Martin is confident that New Delhi will replace the C-130J tactical transport lost in a 2013 crash, and expects deliveries from a follow-on order for six of the type to commence in 2017.

Speaking to Flightglobal at Lockheed's stand at the Aero India show in Bengaluru, Abhay Paranjape, the company's director of business development for India, says a replacement for the destroyed Hercules, combined with the incoming aircraft, would allow India to base six C-130Js on each of the nation's coasts.

Paranjape says the C-130J has considerable room for growth in India, given that for the time being it is primarily used for special forces operations. Lockheed has had discussions about its proposed "Sea Hercules", which would be equipped for anti-submarine and anti-surface warfare missions. These discussions are mainly centred on the variant's potential uses by the Indian military, but there is no formal requirement, he notes.

Separately, Paranjape says the US company's joint venture with Tata Systems in Bengaluru – Tata Lockheed Martin – is performing well at producing sub-assemblies for the C-130J.

The Defence Acquisition Council, which met on Feb 28, also okayed the purchase of a C-130J Super Hercules aircraft for the Indian Air Force to replace the one which had crashed in March last year killing five service personnel, including four officers, near Gwalior.

New Delhi will purchase an additional Lockheed Martin C-130J tactical transport following approval from the defence acquisition council (DAC).

“The additional aircraft is being procured as a replacement for the one that was lost in an accident in March 2014,” says a source familiar with the matter. Another source corroborates the decision.

The DAC is headed by defence minister Manohar Parrikar.

At the March 2016 Defexpo show in Goa, Lockheed Martin officials had confirmed that discussions were underway for the additional order. A year earlier, at the Aero India show in 2015, they were also confident that a replacement order would be forthcoming.

The 2014 crash resulted in the loss of all five crew aboard the aircraft. The lost aircraft was the third C-130J delivered to India as part of a six aircraft order placed in 2008.

The Indian air force operates five examples of the special mission configured tactical transports, which are flown by 77 Sqn and based at Hindan air force base near New Delhi.

A repeat order for six more of the type was contracted for in December 2013. Deliveries will commence from 2017 and the special mission configured tactical transports are to be based at Panagarh in India’s eastern state of West Bengal.

Company officials believe that India could operate as many as two dozen C-130Js over the long term.

Lockheed Martin has also been contracted to provide sustainment support for India’s C-130J fleet to 2020. Lockheed Martin joint venture partner Tata Advanced Systems Limited (TASL) produces the empennage and centre wing box for the C-130J.

India saves $69 million in Hercules transport aircraft deal with US

India made a valuable saving of almost $69 million (470 crore) in the deal for acquiring six C-130J Super Hercules transport aircraft from the US, India Today reports.

According to the report, India had signed the rupees 4,000 crore deal for the second batch of six C-130J Super Hercules from the US at the end of 2013 through the American Foreign Military Sales route under which the planes are to be provided by the US Air Force to the Indian Air Force.

“We saved $69 million (470 crore) due to the tendering process done by the American government for supplying the planes to us in the C-130J Super Hercules,” Mail today quoted a senior Defence Ministry source.

The savings have come, courtesy the procedures involved in government to government deals between India and US. As per procedures, after India finalises defence deals with the US for military hardware, the US government issues tenders to their vendors for acquiring different set of equipment for the plating payments for future defence deals between India and US.

The six new planes will be located in West Bengal’s Panagarh, which would be headquarters of the proposed Mountain Strike Corps of the army along the china border.

Air Force to equip new C-130J Hercules fleet with Terrain Awareness Warning System

The Indian Air Force is to equip its new fleet of six C-130J Hercules aircraft with Terrain Awareness Warning System (TAWS), shows a solicitation posted by the US Air Force on the US Federal Business Opportunities website.

The contract will be for 40 months starting from May 31, 2017 and the last date of submission of response is by 4 PM, March 30.

"The United States Air Force, Air Force Life Cycle Management Center, C-130J Division, Wright Patterson AFB, Ohio is seeking to identify potential sources possessing the expertise, capabilities and experience needed to meet the following requirement. Provide six (6) C-130J aircraft with the terrain elevation data for the Terrain Awareness Warning System (TAWS) subscription for 40 months, starting 31 May 2017 through 31 August 2020," read the post.

The respondents have been asked to submit a capabilities package that explicitly demonstrates company capabilities, knowledge and experience with terrain elevation data for the TAWS. "This capabilities package should discuss specific examples of work performed as it directly pertains to this specific requirement," added the solicitation.

The IAF had initially procured six C-130Js, out of which, it lost one in an accident in 2014 and another was damaged in February this year. The IAF has only four Hercules aircraft now and will be receiving a new lot of six aircrafts by mid-2017. The contract for these six C-130J fleet was awarded in 2013 for $1 billion.
