Airbus Wins India’s Tanker Rebid

Airbus has been selected as the preferred vendor over Russia’s Ilyushin to supply six aerial tankers for the Indian Air Force in a $1 billion tender, according to Indian Defence Ministry officials.

After the commercial bids were opened earlier this month, the base price of the Russian Il-78 tanker was quoted as lower than that of the A330, but when factoring in maintenance and fuel costs, the Airbus was the better value, said a Defence Ministry official. The official refused to provide the exact quotes of the bids, and said the Russian government-owned company had not yet been officially informed about the decision.

Russian diplomats confirmed they had not been informed of the Airbus selection.

Boeing withdrew from the competition in 2010, leaving only the A330 and Il-78 in competition. The tender in 2010 also was sent to EADS, Lockheed Martin and Antonov of Ukraine. Antonov did not qualify, and Lockheed and Boeing did not participate.

The Indian Air Force is using six Il-78 midair refuelers bought from Uzbekistan and plans to buy 12 additional tankers, which includes the six from Airbus.

Defence Ministry sources said it is not yet decided if a fresh tender will be opened to buy the remaining six or if a repeat order will be given to the winner to the current competition.

The current tender is itself a rebid of a 2006 tender in which the A330 finished behind the Il-78 tanker, but the Indian Air Force preferred the European tanker. When the matter was sent to India’s Finance Ministry, it said the lowest bidder should be the winner. The controversy led to the cancellation of the tender.

Defence Minister A.K. Antony wrote the Indian Parliament on Dec. 14, 2009, that the Finance Ministry had expressed reservations about the competition.

“The procurement proposal had been progressed in accordance with the Defence Procurement Procedure — 2006 and thereafter referred to the Ministry of Finance who has expressed certain reservations relating to the competitiveness of the bids and the reasonableness of the price,” Antony wrote.

The Indian Air Force plans to deploy the tankers at Panagarh Air Base in the eastern state of West Bengal to help increase the range of its Su-30MKI fighter jets, which would enable the Indian aircraft to penetrate deeply into China, an Air Force official said.

In addition to lower fuel costs, the Airbus tanker is optimized for high-altitude cruise and fitted with advance avionics, the IAF official said.

Considering Airbus won the contract last time before the government canceled it and restarted the bids. Congrats to Airbus, and to the IAF for not going the Russian route.

I feel with delayed Aircraft Carrier Russia is taking note that India getting sick of putting up with Russian delays on equipment. PLus the Russian mid air were outdated compared to Airbus even though Airbus has a higher cost the reliability will be much better.

Russia has lost three tenders lately for big orders!

India has selected the European Airbus-330 MRTT over the Russian Ilyushin-78 mid-air refuelling aircraft in an Rs 8,500-crore contract.

Defence ministry sources on Thursday said the European Aeronautics Defence and Space Company (EADS) "is now being called for the final commercial negotiations" for acquisition of six Airbus-330 MRTT tankers.

"The actual contract will be inked in the 2013-14 financial year since commercial negotiations with EADS will take some time.

Airbus Military extends India A330 MRTT bid until July

Airbus Military has extended the validity of its bid for six A330 Multi Role Tanker Transport’s (MRTT) for the Indian air force till July this year. The bid was extended at the request of the Indian government.

“We are in the final stages of negotiations and down to the fine contractual details,” says a company spokesman.

“ We have extended the validity of the bids at the request of India to July. The elections will play a part in the time table clearly and we are being as responsible as we can.”

India’s next general election will occur before the end of May.

At present Airbus Military is responding to various questions regarding the contract and stresses that there is nothing substantial left to discuss. India is yet to finalise its choice of engine for its MRTT’s.

“The engine choice is a separate contest and our only role in the engine competition is to provide the performance data,” says the spokesman.

Existing A330 MRTT operators have selected either General Electric’s CF6-80E1A3 or the Rolls-Royce Trent 772B. The Pratt and Whitney PW 4168A engine option has yet to be selected by a customer.

It has now been more than a year since India selected the A330 MRTT. If the final production contract for six MRTT’s is awarded by July, India can expect the delivery of its first aircraft in three years. No options have been discussed at present though typically half the number of confirmed orders is a common arrangement.

The Indian Air Force's (IAF) move to purchase six Airbus in-flight refuelling aircrafts has hit a roadblock after a complaint was received about a long-pending investigation against the aircraft maker.

The IAF had selected the A330 multi-role tanker transport (MTT) aircraft after competitive bidding last year but ongoing negotiations for signing the final contract have now been delayed.

Sources said the defence ministry referred the matter to the law ministry after a member of Parliament complained that a CBI probe against Airbus in connection with an old deal with Air India was pending.

Sources said the complaint pertained to a contract signed in 1975. The mid-air refueller deal joins the club of other pending high-ticket IAF contracts.

India has withdrawn the tender for a much-awaited contract for the purchase of six multi-role tanker transport (MRTT) aircraft with Airbus Defence and Space, worth more than $1 billion, on grounds of the planes’ high operational cost.

This is the second MRTT aircraft global tender to be cancelled by the ministry of defense since 2006.

"We have [recently] cancelled the MRTT deal with Airbus because platforms are too expensive and not economically viable to operate", said an MoD official who declined to be identified.

"We have examined this deal very carefully and the [budgetary] approval has been rejected thrice by the Indian finance ministry," the MoD official said.

"This is indeed a setback to us, as we want the MRTT aircraft desperately, and a fresh [global] procurement will take at least five more years", said a senior air force official said who requested anonymity.

The A330 MRTT came out on top of a Russian offering twice in the technical evaluation and, according to the air service, would have proven comparatively economical to operate over its lifespan.

Airbus Defence and Space executives here were unavailable for comments.

Another MoD official said the ruling National Democratic Alliance (NDA) government intends to bring transparency and avoid controversy in all [defense] procurements.

The defense ministry selected the Airbus A330 platforms over the Russian Ilyushin IL-78 aircraft in July 2012 to be operated by the Indian air force for the next 25 years.

The air branch wants modern MRTT aircraft very badly to increase the range of the current fleet of Sukhoi SU-30MKI multirole fighters.

In response to a July 2010 global tender, only Airbus Defence and Space and Ilyushin Design Bureau of Russia qualified the bids, as Antonov Design Bureau of Ukraine was technically rejected and Boeing and Lockheed Martin did not participate in the bids.

Currently the air force operates six obsolete IL-78 tanker aircraft bought from Uzbekistan over two decades ago.

"The Indian government has struggled to make purchases through the open tender mechanism and is increasingly relying on the government-to-government route to meet the needs of the armed forces," independent defense analyst Nitin Mehta said.

"The Airbus A330 MRTT acquisition is a case in point where twice the bidder was technically selected, declared lowest bidder (L-1), and each time the government has withdrawn in the process," Mehta added.

India is now planning "a direct strategic purchase" of six flight refuelling aircraft (FRA) or tankers to enhance the reach of its fighter jets, bombers and surveillance aircraft after the bid to acquire them through global tenders failed twice over the last decade.

Consequently, the defence ministry (MoD)+ has scrapped the proposed Rs 9,000 crore contract for acquisition of six Airbus-330 MRTT (multi-role tanker transport) aircraft, which was hanging fire for several years due to high costs as well as old CBI cases and change in the manufacturer's name from EADS Cassidian to Airbus Group.

"Airbus was told towards end-June that the RFP (request for proposal or tender), under which the A-330 MRTT was selected as L-1 (lowest bidder), has been withdrawn. A decision will now be taken for direct acquisition of FRA, a critical operational necessity for IAF+ ," said a top MoD source.

According to sources, India is now considering procurement of the four-engine Russian Ilyusin-78 aircraft which was rejected in favor of the two-engine Airbus-330 MRTT. Highly placed sources said the Ministry of Defense is likely to sign a contract with the Russian company by the end of October this year, under which upgrades of already operating Il-78MKI will be included as well.

The Indian Air Force (IAF) already operates several Il-78MKI tankers delivered in 2003-2006. Sources said that six Il-78MKI will be upgraded to the Il-78MKI-90 MRTT standard while another Il-76MD transport aircraft will be converted into an Il-78MKI-90. The Ministry of Defense also wants to upgrade Il-76MDs to the Il-76MD-90 standard, which is likely to be part of the yet to be signed contract.
