In addition, state-run Air India Ltd, announced as the hub carrier for the airport last year, is not paying DIAL its dues ontime because of the carrier’s huge debt burden, said one of the officials cited above.

“We have asked them to stop Air India flights if they want to, but we need our revenue,” he said, adding that Air India owed Rs.750 crore to AAI alone.

GMR Infrastructure Ltd-led DIAL, which runs Indira Gandhi International Airport (IGIA), the largest in the country by passengers and revenue, is required to pay 46% of that revenue to AAI.

During the same period, non-aeronautical revenues such as those from retail, cargo, IT and duty-free increased to R796 crore from R323 crore. Comptroller and Auditor General (CAG) principal director (commercial audit) Ila Singh, in a four-page communication recently, has asked the civil aviation ministry to examine the revenue implications for AAI due to the JVs in cargo and retail segments.

DIAL has formed 11 joint venture companies in non-aeronautical areas and holds part equity in the companies.

Hungerbuehler has 40 year experience in aviation industry and was head of Swissport Zurich, the largest Ground Handling Company at Zurich Airport, which now holds only 5% in BIAL.

He had held various high level management positions including Swissair and Swissport. Hungerbuehler was Swissair's Area Manager Singapore, Malaysia and Indonesia, District Manager UK and Ireland and Area Manager Asia and Middle East.

Hungerbuehler's appointment comes at a time when GMR has been making loss due to huge capital expenditure incurred on DIAL. The Bangalore-based infrastructure company, which submitted a Rs 9000-crore plan for New Delhi, which involves building a new runway and new terminal to accommodate 35 million passengers by 2010, soon saw capacity doubling up with a total cost overrun of Rs 3,500 crore.


Awesome news - as he was very effective (IMO) during his stint at BIAL, and has provided excellent support and empathy to the Aviation Photographers of India spotting group.

Due to these figures Delhi has left Mumbai behind as the later handles over 700 landings and take-offs daily.

The main reason for IGI’s rise to the top spot this summer schedule is the swanky new terminal T3, which has added to the airport’s capacity. “T3 can handle 34 million passengers per annum and with T3, now IGI can handle a total of 60 million passengers annually,” said an official from DIAL.

IGI has other two terminals T1 D and T1 C.Till 2007, before the privatisation of Delhi airport, IGI handled 12 million passengers per year.

“But with T3, the infrastructure at IGI has increased tremendously. For instance, before 2007, there were 143 check-in counters at IGI but now there are 248.Similarly there are 78 aerobridges compared to the 9 earlier and 64 boarding gates compared to 23 in 2007,” the official adds.

The national carrier Air India (AI) has shifted its hub to Delhi. This has added to the increase in flights.

“As Air India has made Delhi its hub, it is handling all its international flights from Delhi which has added to our flight movements,” said the official.

Mumbai airport with over 711 flights daily, is still lagging behind Delhi


DEL seems to have really capitalized on it's new runways and terminal! Good going, hopefully the congestion situation is under control.

Yes, the congestion is under control, to a great extent. The terminal, many more parking bays, rapid exit taxi-ways from the runways - all have contributed to this. And to think that this is all with only two runways active at any time, out of the three currently there, and four - in the original design for the new part of the airport. the restriction of two parallel operational runways is due to ATC restrictions, and some operational constraints, under the current set of circumstances.

We have to pay R600 extra per kilolitre of jet fuel compared to IndiGo and SpiceJet. This is not fair since this enables airlines operating from 1D to keep their air ticket prices lower,” a Jet Airways official said.

A DIAL official said the company had submitted a report to the aviation ministry on cost-benefit analysis of the throughput charge on jet fuel at the T3 and now the government had to look into the issue. “We will go by what the ministry’s decision,” the official said.

Airlines have to pay a throughput charge of R900 per kilolitre over and above the actual jet fuel price oil companies charge for using the fueling facility at the airport. Subsequent to the airlines raising the issue, the Airports Economic Regulatory Authority of India (AERA) has decided to fix the throughput charge.

“The regulator is likely to bring down the throughput charge by R200. This would further reduce the price differential between 1D and the T3,” said an official.

Countering the airlines’ fuel price calculations, a DIAL official said that the turnaround time of aircraft at the T3 had come down by about 17 minutes per flight due to the use of aerobridges. “When there is an upgrade of facility there is an additional charge attached to it. But the upgrade adds up to the efficiency of users,” Amadeus India managing director Ankur Bhatia said.


Rs. 600 per KL is essentially 60ps/liter that's the extra charge. Assuming price of ATF is around Rs. 60/liter - that's about 1% extra...

New Delhi: Airfares for passengers travelling from Delhi airport will increase from 1 December with the airport regulator lifting a five-month freeze that banned the operator from collecting an airport development fee.

Airports Economic Regulatory Authority (Aera) has allowed GMR Infrastructure Ltd-run Delhi International Airport Pvt. Ltd (DIAL) to charge Rs. 200 on domestic passengers and Rs. 1,300 on international passenger, the regulator said in its order on Monday that has been reviewed by Mint.

The Supreme Court had on 26 April quashed the charging of the fee by the Delhi and Mumbai airports unless Aera passed orders allowing its collection.

Aera has accepted the project cost of Indira Gandhi International Airport at Rs. 11,801.66 crore to calculate the charges, compared with Rs. 12,857 crore submitted by DIAL. The reduced cost allows for lesser charges as the base gets reduced.

Aera has decided not to take into consideration projects worth Rs. 700 crore, which are being implemented currently, besides the upfront fee DIAL paid to Airports Authority of India (AAI) at the time of taking over the airport in 2006 and the cost incurred for building about 8,600 sq.m. of a new terminal area, T3, which was not entirely approved by the government authorities.

As a result of this approval though, DIAL will get about Rs. 1,230 crore over the next 18 months. This comes as a relief for the operator, which is struggling with non-payment of dues from its hub carrier Air India Ltd and Kingfisher Airlines Ltd and posted a loss in the second quarter.
The Mumbai and Delhi airports were allowed to charge development fee on clearance from the civil aviation ministry when Aera was not established.

A proposal for allowing a similar fee for the Mumbai airport is under Aera’s consideration but is likely to take few weeks to be cleared since the project will only end in 2013.

Delhi airport completed its first phase of modernization in March 2010.

DIAL is promoted by GMR Group, Airports Authority of India, Fraport AG and Malaysia Airports Holdings Berhad.

A GMR official, who declined to be named, said airlines will be informed of the new levy. The levy has to be added to the airfare from December.

The move is also likely to help clear Rs. 130 crore in pending dues to DIAL from Airports Authority of India. This amount is the advance airport development fee collected soon after the Supreme Court ruling. AAI had been seeking clearances from Aera to release these funds, the GMR official said.

Hit by higher interest outgo, GMR Infrastructure reported a loss of Rs. 62.53 crore for the July-September quarter despite an increase in income from operations. The company, having interests in airports, power and roads among others, had clocked a Rs. 71.12 crore profit a year earlier.

Monday’s clearance by Aera will likely be followed by another tariff hike for airlines early next year after the regulator conducts an audit of the financial models submitted to it by DIAL.

The Hyderabad, Bangalore, Jaipur and Ahmedabad airports already have similar airport development fees for viability-gap funding.


Wonder what happens if you travel after 01-Dec with a ticket that did not have the UDF included? Stand/ queue and pay up at an airport counter?

...why? coz it costs 6.5 times more to security check, passport check and air condition an international bound chap Rolling Eyes

Just confirmed. It will be the same. People who have booked in advance have to pay up.
AIrlines would put the same on the webs shortly. I believe Spice has already put.

Spice has been tweeting about this and has luckily allowed customers to pay online in advance. Not so with 6E as yet, hopefully they'll get their IT act together very quickly. It's a nightmare to have to pay this at the airport.

Just a quick question about DEL....are there plans to realign rwy 9/27 to make it parallel to 10/28 sooner than later?? I know eventually this will have to be done to make runway ops more streamlined. How does DIAL plan to accomplish this realignment, i am sure terminal 1 will have to demolished or something??!!

Also, where is the new control tower coming up?? Has the work already begun?

Airline officials were clueless about the DGCA order on application of charges but said that as per an internal circular, they had been asked to charge ADF from flyers after November 30. "Till Friday, we had directions to claim ADF from all passengers. DIAL has no method of determining which passenger booked their ticket when so when they run up a bill, based on number of passengers travelled, we won't know how much to pay up," said a senior official.

Flew in to Pune yesterday from IGI T3 on a ticket I had purchased many months back. There was no UDF counter, or any collection - thankfully, as I was running a bit late. Plus, Air India seems to have caught on to the common counter concept - I have been seeing this for a while. Good!

"The trials are on till Friday after which operating procedures will be finalized. Simultaneous operations are on only during a few crucial peak hours in the morning and we will continue like that till we are able to get extra people," said a senior airport official.

Sources said that when fully implemented by October, simultaneous operations would be carried out for most part of the day, except for a few lean hours. At night its usage would depend upon requirement since domestic operations completely cease for a few hours post midnight.

"Having three runways operate simultaneously through the day would require an additional post for radar control and tower control. For this we have projected a requirement of 8-10 extra ATC officials who should join us in another three months.

"Till then we will have to restrict simultaneous operation to only morning hours when we rope in general duty officials to man these posts," said sources.

The move has most benefitted low cost carriers and cargo operations as they are located close to the secondary runway 09/27. "These are now benefitting from two runways, both of which are located close to them. They are facing absolutely no congestion related delays now. Some work will have to be put in to resolve congestion on the new runway 11/29 as it is still handling both arrivals and departures. We may shift some of its arrivals to the secondary runway and departures to the main runway 10/28," said an airport official.

The decision to use all three runways simultaneously was taken since the main runway was facing massive congestion during peak hours.

"Since most airlines prefer using the main runway which is also convenient for low cost carriers, cargo, defence and general aviation, it handles a major portion of traffic during peak hours. Traffic peaks at the airport about five times a day, each time for about a couple of hours. Under the new system, the load from the main runway will be divided," said airline sources.

"The main runway handles only departures while the secondary runway takes care of the arrivals. The new runway handles both operations, mostly for those flights that originate from terminal 3," the sources added.


Cool! If this works out, hopefully it will be the end of ATC delays!

Nimish and Rohit - this has been in operation for a few weeks now. However, the operations are staggered simultaneous, somewhat like the CCU ones, if one remembers Sabyasachi's descriptions on the Calcutta airport thread. The Delhi spotters have never had it worse!

Interesting number of airlines from CIS are flying into Delhi. The passenger profile is majorly traders is what I understand and where the growth of DEL is more than BOM.


Shouldn't that be a target market for our LCCs?

Quite contrary, I'd think that should be AI's home market - pushing India's foreign policy initiatives, increasing trade links...

Another prestige route to MEL or YVR or BOS or whatever isn't particularly useful to India - establishing our presence in key strategic markets is something which AI would actually be useful.

Reliance Infrastructure-led Delhi Airport Metro Express will close down from Sunday for an unspecified period apparently due to technical problems and financial losses, a move that would affects hundreds of passengers who were relying on this corridor to reach the airport without any hassles.

The country's first Public-Private-Partnership Metro project has had a tumultuous journey in the past 16 months after it first began operations in February, 2011.

"The Delhi Metro has received a communication from the concessionaire this evening that they intend to stop services from Sunday," Delhi Metro spokesman Anuj Dayal said.

However, he did not give any reason why the Reliance Infrastructure took the extreme step of closing down the Metro services for an unspecified period.

The Reliance Infra-led company has been suffering loses as it was not able to reach its intended targets in terms of profit and ridership. However, there was no word from the concessionaire.

^ They say its due to Safety concerns about some Fissures/Fractures/Cracks that were found in a Joint Safety Inspection by RInfra/Delhi Government/Railways Safety Board. Another theory says it could be due to mounting losses, and that RInfra was way off target in Revenue Collection than what it had projected.

It's Reliance.

They're capable of cancelling a train service in Delhi because funding for a road project in Bombay wasn't received on time !

This is rather strange. Once they've got the contract, aren't they obliged to run it? Surely there'd have been other bidders who would be happy for the business?

DIAL and ATM branch of AAI also came to know at the last moment

Not much information was available since defense forces have not released any information.

Quite a few flights were cancelled on the domestic front and multiple flights affected for international

Not only this. Oscillation or tremors are felt at 48 locations, when train passes, the JIC report finds among other observations.

Delhi Airport Terminal 3 road closed amid cracks and sinking

India's Delhi International Airport (P) Ltd (DIAL) reportedly barricaded a part of the road leading to Terminal 3 in recent days as the road developed cracks and sank in slightly during a heavy period of rain (TNN, 31-Aug-2012). The problem reportedly occurred due to the airport metro tunnel which runs beneath the stretch of road. Both DIAL and Delhi Metro Rail Corporation (DMRC) have reportedly been aware of this problem since 2009 but both claim they do not have the competence to solve the issue.

Delhi International Airport to get two Starbucks outlets

India’s Delhi International Airport announced two Tata Starbucks food and beverage outlets will be opened at the airport (Press Trust of India, 24-Jan-2013). One outlet will be located in the domestic terminal, the other in the international terminal. Starbucks plans to extend its presence in the airport travel segment with the launch of outlets at Mumbai International Airport by the end of Mar-2013. Tata Starbucks is a JV between Starbucks Coffee Company and Tata Global Beverages. It launched in India in Oct-2012.

Are they going to be doing 6D simulations of flooding and airport closures as well?

Central Industrial Security Force (CISF) submitted a report to the Government on security concerns at New Delhi Indira Gandhi International Airport (Live Mint, 29-Feb-2016). The first key finding of the report starts from the access road to the airport noting that the dividers to stop vehicular traffic on the access road have been “out of order” for around three months and the automated licence plate recognition (ALPR) are non-functional. The driver image-capture system that keeps a record of every person driving into the airport has also not been working. “There is inordinate delay in maintenance,” the CISF said in its report. The report also notes that 22% of the surveillance cameras—656 of the 2935—installed at Terminal 3 are faulty. The reports also note sub-standard working conditions for security personnel. Delhi Airport responded, stating: "Shortcomings, if any, are addressed on priority together by airport operators and CISF. Delhi airport has a robust security system, which is efficiently operated by CISF personnel, while DIAL (Delhi International Airport Pvt Ltd) strictly adheres to all the compliances/protocols of saftey
