The Indian Air Force (IAF) has selected Boeing's Apache Longbow advanced attack helicopter for its combat chopper tender.

RIA Novosti news agency reported from Moscow on Tuesday that the other competitor, Russia's Mi-28N Night Hunter, had lost the competition.

It quoted an unnamed Indian defence ministry source as saying that the US helicopter showed better performance while the Russian machine did not meet the tender requirements.

There was no confirmation here but well placed sources told India Strategic defence magazine that IAF's assessment report had been accepted.

No details were given.

IAF has a tender for 22 combat helicopters with no options. But more would be required and should be ordered once the first few machines are delivered.

According to Lt. Gen. (retd) B.S. Pawar, a noted authority on combat helicopters, Apache is far more advanced than other attack helicopter worldwide. It has executed successful missions in Afghanistan.


Notably, the US is known to have much better Electronic Warfare capability than perhaps any other nation.

The Apache has the capability to detect 256 moving targets in speed, distance and direction and engage them as required.

The twin-engine tandem seat Apache is operated by two pilots, and can execute an attack within 30 seconds of an alert.

It is equipped with Northrop Grumman's highly sophisticated Longbow fire control radar and Lockheed Martin's Hellfire and Raytheon's Stinger missiles. The Block III is the latest version being delivered to the US Army from this year.

Apache has a strong shell made of composite fibres to protect the pilots and sensitive components from bullets.

The armed forces want all the projects to get going at the earliest to plug operational gaps and replace ageing fleets. IAF, for instance, is moving towards finalizing a second contract with Russia for another 59 Mi-17-V5 helicopters after the phased delivery of the first 80 of these medium-lift "rotary birds" began in September.

The Apache was a no brainer.... it barely has any competition in its field, and has proven itself umpteen times in combat.

The Mi 17 deal makes sense since the Mi series has served the IAF extremely well.

Both these deals balance the geo-political requirements as well.

Even prior to Defense Secretary Chuck Hagel's meeting with the Modi administration tomorrow, India has offered to increase an order for U.S. Apache helicopters made by Boeing to bring down the cost of a previously proposed deal.

The two sides have been negotiating over the price for some time, and India has now offered to add a follow-on order of 39 AH-64D Apache helicopters in addition to the original 22, under a deal estimated to be worth $1.4B.

In addition, the two are in talks for the Indian Air Force to buy 15 CH-47F Chinooks - a deal also valued at $1.4B.

US aviation major Boeing Company has accepted India’s request to maintain its quotation price for Apache and Chinook helicopters at $2.5 billion (Rs 15,000 crore) for another three months. The price quoted by the American major had expired on June 30, 2015.

Sources told FE: “A decision is expected soon, hence, the company was requested to extend the price deadline for at least three months. So far, the price deadline has been extended at least 10 times since 2013 for 22 Apache AH-64E Apache and 15 Chinook CH-47F.”

Boeing had extended the validity of the price quoted by them for another three months in April hoping to wrap up the deal soon. The MoD had in March sought extension of the validity period on its expiry on March 31.

In April, the company had extended the price deadline and indicated to the government that this would be the last time. However, so far no decision has been taken by the ministry of finance where the files were sent by the MoD for approval. The files once approved by the ministry of finance are then sent to Cabinet Committee on Security (CCS) for final approval.

Both Apache and Chinooks were selected in a competitive bid over the Russian Mi-28N Night Hunter and the Mi-26 Halo heavy lift helicopter, in 2012.

In February, the company had made it clear it cannot wait indefinitely for the government to sign a deal for Apache attack helicopters and Chinook heavy lift choppers. Again, during US defence secretary Ashton Carter’s visit in June, there were indication that the deal could be finalised, however, there are still no clear indicators of when that will happen.

Longbow Mints Deal With India For Fire Control Radars

India has awarded a contract to Longbow LLC, a joint venture of Lockheed Martin and Northrop Grumman, for fire control radar systems with advanced air and ground targeting capabilities for the country's AH-64E Apache attack helicopters.

The firm-fixed price, undefinitized foreign military sales contract comes to $57.1 million but could be worth up to $116.7 million, according to a statement released Saturday at the Aviation Association of America's Mission Solutions Summit.

The contract buys 12 Longbow FCR systems for the Indian Air Force and spares and production will last through early 2019.

“With Longbow FCR, the Indian Air Force will receive a rapid all-weather targeting capability,” Jim Messina, Longbow LLC’s president and director of Longbow programs at Lockheed Martin Missiles and Fire Control, said in a statement. “The FCR’s air over-watch mode provides aircrews with 360-degree situational awareness, improving survivability and mission success.”

And Ike Song, Northrop’s vice president of Mission Solutions within its Land and Avionics C4ISR division said.

The Longbow FCR, for more than 10 years, has made it possible to “automatically detect, locate, classify and prioritize targets,” the statement reads, “in all weather, over multiple terrains and through battlefield obscurants.”

US Clears Sale of Six Apache Helicopters Worth $930 Million to India

The US government has approved the sale of six Boeing AH-64E Apache helicopters complete with weapon systems and support equipment worth $930 million to the Indian military. The final go-ahead for the sale was given by the US Defense Security Cooperation Agency (DSCA) on Tuesday following which the Pentagon sent a notification to Congress for its approval. It is noteworthy that no US lawmaker has so far voiced strong concerns over the deal.

The Pentagon has also mentioned that the proposed sale of this equipment and support will not alter the basic military balance in the region.

The approved weapons comprise 30 mm cannons and ammunition; 180 AGM-114L-3 Hellfire Longbow missiles; 90 AGM-114R-3 Hellfire-II missiles; 200 Stinger Block I-92H missiles; rockets; as well as training and dummy missiles.

Repair and return support, personnel training and training equipment, publications and technical documentation, US government, and contractor engineering and logistics support services, and other related elements of logistics and program support are also included.

Ever since the original order for 22 Apache helicopters was placed in 2015, the Indian Army and the Indian Air Force have been in a tug of war to acquire the aircraft. The earlier government, led by Dr. Manmohan Singh, had said that any future procurement of attack helicopters would be for the Indian Army. However, the Indian Air Force laid claim to all 22 helicopters and even refused to heed the Indian Army's proposal to share half of the fleet. The Indian Army then moved a separate proposal seeking 39 attack helicopters but the defense ministry gave its nod for only six last August.
