Bengaluru International Airport passengers will soon have enough room

A meeting of the Board of Directors of the Bengaluru International Airport Limited (BIAL) on Friday approved the design and layout plan to expand Terminal 1. The Rs600-crore plan proposes to expand the terminal space by 70%, creating additional passenger space of 40,000 square metres and increasing the annual terminal capacity to 17 million passengers, which is expected to suffice till 2015.

The work will be completed in 18 months. The existing terminal capacity is 12 million passengers per year.

The airport is already operating at nearly 80% of its capacity. In 2009, BIA handled 9.4 million passengers. With air passenger traffic picking up over the last few months, it will not be long before the airport’s capacity falls short of requirement.

In December, domestic airlines carried over 30% more passengers compared to the same month last year.The Bangalore air passenger traffic is projected to rise 15% in 2010-11 compared to the current fiscal, 2009-2010.

After expansion, the terminal will sport an enhanced and modern design elevation. The work includes fresh landscaping from Trumpet Interchange, on the Bellary Road. The landscape will be a representation of the essence of the city’s floral wealth.

The expansion project has been designed by Global architectural firm HOK. The construction partners for this project will be selected through a competitive bidding, BIAL said in a release.

Airport Rescue and Fire Fighting (ARFF) team
Bengaluru International Airport is equipped with CAT-9 level of fire protection as per International Civil Aviation Organization (ICAO) standards. The Airport Rescue & Fire Fighting setup has been designed to meet the operational objective of the rescue and fire fighting services to achieve the response time of two minutes to each end of the runway and not exceeding three minutes to any other location of the movement area in optimum visibility.

The airport has four state of the art Airfield fire fighting vehicles. These crash fire vehicles termed as ‘Panthers’ have been imported from Austria and are most technologically advanced in its class. They have the special capability of off road driving and can attain speeds of upto 80 kmph in less than 30 seconds. The ARFF team consists of 130 personnel, including 7 Officers, 26 supervisors and 97 technicians working round the clock in 3 watch shift systems. This young team is dedicated and highly trained to maintain the very high standard of professionalism and efficiency in its mission of service to human life.

In what is considered highly prestigious, Bengaluru International Airport’s ARFF team was selected for an industrial visit by the Divisional Fire Officers course trainees from National Fire Service college, Nagpur which is the highest training forum for the Government fire officers in India for studying the ARFF preparedness of BIAL. The Karnataka Government Fire officer trainees from RA Mukundkur Fire and Emergency Service Academy, as a part of their training curriculum also undergo a study tour of our airport facilities. These are ongoing programs and our airport is both proud and pleased to be able to share our knowledge, experience and expertise with these groups.

Some respite for those politicos in terms of beautification of the approx 4 km road from the highway to the terminal. This will be done in a manner to reflect the local culture!

Much of the crowd from both HYD and BLR are salaried people traveling on work. Most of them come from not too rich backgrounds in the not too distant past and so are very cost conscious.

Not to forget that a bulk of the local citizens are pretty much anti-alcohol/ smoking, and against keeping even a trace of alcohol at home.

I never cold get into my head as to why a passenger would want to shop at Shoppers Stop on the way to BOM/DEL.

I would say good riddance and convert that area to accommodate seats.

Bengaluru airport’s expansion plan gets state govt approval

The state government on Thursday accorded, in-principle, approval for a proposal to expand the Bengaluru International Airport (BIA) with an investment of Rs1,000 crore.

The approval came when the board of directors of the BIA’s owner-operator, the Bangalore International Airport Limited (BIAL), met the chief minister, and made a presentation on the expansion plan. They sought the state government’s approval for the same.

The chief minister communicated the government’s approval to the BIAL, which would now submit the proposal to the Union civil aviation ministry’s for its approval. The airport aims to augment its passenger handling capacity from 11 million to 17 million.

The expansion plan includes creation of additional infrastructure such as the expansion of the lounge, construction of toilets and providing additional space for the seating of passengers.

A few months ago, the state legislature’s joint house committee had excoriated the BIAL for poor infrastructure at the airport.
BIAL authorities said that the BIA would “be one of the best airports in the country when the expansion is completed.”

“After the expansion, the Terminal-1 will sport an enhanced and modern design elevation. It will be completed in 18 months from the commencement of construction in September 2010. The project has been designed by HOK, a global architectural giant. Construction partners will be selected through competitive bidding,” government sources said.

“The design and layout for the expansion of Terminal-1 has been finalised. Terminal-1 is now spread over 70,000 square metres. The proposal is to expand the existing building by 70% to provide an additional 50,000 square metres of passenger space. It willcater to the needs till 2015,” a senior official in the state infrastructure development department said. The expansion plan envisages an entirely new landscaping concept for the airport, beginning from the Trumpet Interchange on National Highway 7 and leading up to the terminal building. The new landscaping will reflect the flora of the city and give passengers and visitors a taste of Bangalore at the airport itself. The BIAL has also proposed to take up the Terminal- 2 project in the long run, to accommodate more passengers, sources said.

Yeddyurappa later said: “A team of experts from BIAL will visit the best airports abroad within a month. The team will come up with recommendations to overcome BIA’s current shortcomings.” On reopening the HAL Airport for short haul flights, he said the state government could not take any decision on the issue.

Palike pushes for a second entry on the eastern side of the international airport

The ambitious plan of the Bruhat Bangalore Mahanagara Palike (BBMP) to construct a six-lane road from Hennur to the Bengaluru International Airport (BIA), seen as a massive relief to the traffic on NH-7, has taken a major step forward with the Palike making a proposal to the airport management.

The Palike has completed 80 per cent of the work and the road should be open in a couple of months. It made its first proposal to the Bangalore International Airport Limited (BIAL) seeking an entry point towards the eastern side of the airport, without which the purpose of the road will be lost.

The road, the Palike says, will connect East Bangalore –– Whitefield, K R Puram, Indiranagar and so on, leading up to Hennur Ring Road Junction –– to the airport through Bagalur and Mailanahalli, where it wants BIAL to bring down its compound and create the second entry point for the airport.

The road that cuts through Bagalur, Kanoor, Chagalatha and Mailanahalli would shorten the distance by 10 km for the commuters, said Ravindra, BBMP Major Works Standing Committee Chairman. The location at which the Palike is seeking an additional entry is already being used by the contract labourers of the airport.

A senior official from the project section of the airport said: “Employees park their vehicles on the other side of the compound and get into the airport by jumping the wall. Although this is not an authorised entry, we have not closed it to avoid inconvenience to the employees.”

After closed-door talks, BBMP and BIAL have decided to set up a joint committee to conduct a feasibility study which will be out in the next 10 days. BBMP officials said that the entry point has to be incorporated into BIAL’s masterplan that has been prepared for the expansion of the existing and building of the second runway. The entry point also has to comply with all security requirements of the airport.

A BBMP official, soon after the talks, said: “They may suggest that we extend the road further around the compound and create the entry about 1.5 km away. But nothing is final.”

In case of extending the road for this sake, the Palike will incur an additional expenditure of Rs 4.6 crore. Currently, the project is estimated to cost about Rs 46 crore, of which
Rs 31 crore has already been spent. It has acquired 56 acres of land through transfer of development rights (TDR) at Bandikodigehalli, Kanoor, Bagalur, Chagalatha and Mailanahalli and has issued TDRs for 24 lakh square feet of land.

Also, the Palike has rehabilitated people from the Dalit Colony in Bandikodigehalli, where it acquired land under the 22.75 per cent housing scheme, for the road project.

Toll-free road

While the alternative road planned by BBMP brings the much-needed relief for East Bangaloreans, who have often cribbed about the long travel to the new airport after the HAL airport was closed, the road will also mean a toll-free travel to the airport.

With the National Highways Authority of India (NHAI) set to collect toll for travel from Hebbal to Doddaballapur on NH-7 and the toll booths being present just ahead of the trumpet bridge leading to the airport, fliers will have to shell out some money for using the road. However, after BBMP’s alternative road is completed, airport-goers can skip paying the toll.


Good to have an alternate road - much needed IMO!

Nimish, have you tried out the `village road'? I've used this in 2009 quite a few times. I have no clue of the geography, but this is an alternative to the current highway. The road is ummetalled for quite a bit, quite bumpy, but the approximate time taken is about the same - from CV Raman Nagar to BIAL, and vice versa. Before the current road came up, this was the way to go to Devanahalli - the driver told me.

Ah, so that's what all the human-sized snakes and ladders playmats and toys that I saw dumped around the airport last week are. BIAL really seems to be changing with GVK's entry.

With the Terminal 1A expansion underway which is good for pax but for aviation spotters it is all but sad as the perfect scene of take offs and landings will be blocked by concrete walls. Sad

Like the Government owned airports,even the private operators don't want to have a separate building for spotters and those who go there to send off their friends and relatives.Maybe these decisions come under the security perview which means irrespective of who ever is the airport operator,the final call on these matters lies with the CISF and the State Police force.

The terminal expansion is set to cost Rs.1,000 crore. Once the expansion is completed, the airport will be equipped to handle 17 million passengers a year. Currently, it handles 10.6 million passengers a year. The expanded Terminal 1 will spread over an area of approximately 1,34,000 sq m; the existing size of the terminal is 72,000 sq m.

The airport’s air side too will be expanded, and taxiways and boarding gates will be upgraded to ‘Code F’ capability. That would enable A380 flights to operate from the Bengaluru International Airport.


We can only dream of 380s here I guess Smile. Though IMO FRA-BLR is a much more deserving route that FRA-DEL Twisted Evil

The board said that it was not aware whether the entire land had been utilised for the airport project.

Seeking to know from the state government if the Aerospace Industrial Area project could be accommodated in land acquired for the airport, the judge adjourned the case to July 6.

The judge also came down heavily on the KIADB, and observed that the board had been created for evaluating the need for industrial growth and identifying areas for the same. It was responsible for ensuring that the lands were made available and distributed on an equitable basis, he said.

Bangalore Metropolitan Transport Corporation’s conclusive efforts to construct high-tech bus shelter-cum-accommodation facility enclave near Devanahalli has successfully proved to be a boost for travellers and tourists of domestic and foreign nationals.

The inauguration of a play-port for children and affordable accommodation facilities in a single enclave will now be available for those landing at the Bangalore International Airport (BIA). BMTC has also purchased 2.23 acres of land from Bengaluru International Airport Limited (BIAL) at a whopping amount of Rs 2.25 crore for the project.

R Ashok, Minister of Home and Transport, confirms the claims of developing a complex which will comprise of a BMTC bus station, facility for accommodation, quick rest rooms and a luxurious canteen. “The enclave will be located near the International Airport. The entire project was submitted a year ago. It has been approved from the cabinet ministers. However we are still in discussions about the number of floors that would need to be constructed,” he added.

With the above inventive measures by the Bangalore Metropolitan Transport Corporation (BMTC) and Karnataka State Road Transport Corporation (KSRTC) are being expected to earn revenues over Rs 65 crore. The new measure will definitely bring more laurels in the days to come.


Definitely an interesting and positive development - I see this as being similar in intent to the "resting rooms" at railway stations - basic functionality, value pricing and super location. I wonder though - how real is this plan? Where will this facility be?

The supplier of equipment to infrastructure companies such as power plants and airports, which has a 40% stake in BIAL, is bound by contractual obligations preventing it from selling its entire holding in a single deal. The engineering giant can exit BIAL in 2015, seven years after the airport went on stream. GVK owns 29% stake in BIAL, making it the second largest shareholder.

In 2009 it bought shares from Zurich Airports and construction and engineering conglomerate L&T for a combined value of Rs 1,170 crore, for Rs 105 per share. Its chairman and managing director GV Krishna Reddy had said at the time that GVK is in discussion with Siemens to buy its stake. According to analysts both these companies received 10 times more than they had invested. Siemens had invested over Rs 138 crore in the project.

Negotiations between the two are currently at an impasse as Siemens is insisting on valuation based on revenue projections for BIAL in 2009. At the heart of the dispute is the fact that the government appointed airport tariff regulator, AERA, has adopted the so-called single till approach, in which nonaeronautical revenues from areas such as retail and car-parking are used to subsidise and hence lower charges paid by airlines for landing and parking.

Airlines favour a single-till approach as opposed to an alternative system called double-till in which there is no cross-subsidy.

"There is a value erosion of about 50% because of the single till approach. How can it be possible to pay Siemens a price based on 2009 revenue projections," said a person privy to the discussion but not wanting to be identified. When GVK bought stake in BIAL in 2009, AERA had not yet outlined its tariff policy.

"There is a direct impact of the single till on net profit and this has impacted the valuations for airport companies," said Amber Dubey, director, (aerospace and defense) at the consulting and advisory major KPMG.

"If Siemens can get a deal based on 2009 valuations they can go ahead but for GVK, it would not be a buy at about 50% more than what it wants to pay," said the person.

Aviation analysts see the situation as a good opportunity for groups like Reliance and Tatas who may wish to enter the airport business which they have not been able to do so far because of failed bid attempts.

The next opportunity for private companies to enter the airport sector is the upcoming Navi Mumbai airport project. According to industry estimates BIAL, which is not a listed entity, was valued at $872 million or Rs 4,034 crore at the time the deal with the Zurich Airports was signed.

Some industry experts at that time had estimated the possible size of the Siemens transaction at Rs 1,614 crore or $350 million as and when it materialised.

"GVK would like to have a majority in BIAL as it would put it at par with its competitor the Bangalore headquartered GMR which runs airports at Delhi and Hyderabad and both these airports are growing faster than GVK run Mumbai and Bangalore airports," said an aviation analyst.

GVK got three members as representatives on the BIAL board with Sanjay Reddy as the managing director of BIAL.

Nothing until about 6-8 kms - essentially join the main highway and then a few kms away.

Last week I had to stay near the BLR airport since I had early AM flight to catch. I found two hotels, Hotel Presidency (on NH 7 near the airport intersection - near ITC) and another 2 star hotel, Neel Residency, which is in a lane behind Hotel Presidency. Stayed at the Neel Residency, since it was only for 6 hours, has good AC rooms.

Hope they build something on or near the airport property - HYD airport has two hotels very near the airport - Novotel and Airport Transit Hotel.

a hotel is already under construction just across the parking area, civil work must have been over by now- one can't miss it while driving out of the airport

I think it is Novotel coming up right across the parking area. Also there is Clarks Exotica, a resort-like place, about 15 minutes drive from BIAL, where I've seen pilots and crew stay overnight. Look up Clarks Exotica on google for their website.

Just like in the case of HKG and LAX where there are hotels close to the airport.There are also no trees or other restricted buildings obstructing the view of the flight path.

On one hand I hear cabin crews announce that it is safe to take airline pics in non-defence airports.On the other it seems there is some other rule.

Just how on earth is taking pics near airport going to really be a threat to our national security. Confused

There are so many airports around the world where aviation enthusist have been allowed to use their cameras from a safe distance.

Our real threats are the politicians who are clever enough to make lot of money but don't have knowledge to prevent another terorist attack on our soil without deterring our freedom.

One more thing is taking pics of acft that is airborne or on short finals really going to damage the security?

Both the hotels have websites. Presidency is around Rs. 3800 to 4500 and Neel's Residency is from Rs.1400 to 1800.

The acquisition will be completed after obtaining approvals.

Commenting on the development, Mr G.V. Krishna Reddy, Chairman of GVKPIL, said: “This will be a key strategic development for us to further underscore our commitment to the airport sector in India. We are confident that BIAL will continue to add value to our airport business and will meet its objective to become the hub for South India.”

The GVK Group now manages Bangalore airport and Mumbai International Airport Ltd, where also it is keen to hike stake.

The company had invested about Rs 1,170 crore to pick up 29 per cent stake from two of the promoters, Zurich Airports and L&T. BIAL was valued at Rs 4,035 crore.

According to one of the notices, a copy of which was reviewed by ET, the airports had failed to furnish almost all information essential for tariff determination, like revenue from unregulated services, operational and maintenance expenditure, capital expenditure and details related to regulatory asset base.

"The appellant failed to submit not only the complete requisite information /detail/tariff proposal but also crucial components of the requisite information/detail/tariff proposal, which is in complete contravention of the order...of the Hon'ble Tribunal and appears to be an attempt not only to delay but prevent the applicant authority from carrying out its function of determination of tariff...," the notice said. Penalties, if imposed, will hamper the airports' ability to raise money from lenders. While BIAL refused to comment on the matter, a GHIAL spokesperson said the airport has filed tariff in accordance with the dual-till model of economic regulation of airports and not the single-till model, against which it has appealed in court.

"GHIAL has filed tariff on dual-till basis, considering the pending case with the Appellate Tribunal and various directions of the Appellate/AERA ...We have nothing further to state on this essentially sub judice matter now," the Hyderabad airport spokesperson said in an emailed reply. AERA came out with an order on January 12 mandating 'single till' approach to determine returns to operators and airport charges. The model was to be applicable to all major airports in the country, except those at Delhi and Mumbai. Both BIAL and GHIAL went to court earlier this year protesting against this model.

Under 'single till' , revenues from both aeronautical and commercial activities (car park, hotels, retail, duty free shops etc) are taken into account to determine returns to operators and airport charges. On the other hand, the dual-till approach does not take commercial services into account for economic regulation . Airport operators GVK and GMR say the single-till model caps the upside to their revenues and does not incentivise them adequately to invest in the high-risk sector, as revenues from commercial activities will be capped.

The aviation ministry too is of the opinion that the regulator has taken a conservative approach for economic regulation of airports. However, AERA argues that the single-till model is beneficial to consumers, as it will help bring airport charges down in the long run. Sector experts say airport tariff has become a contentious issue and court cases could be detrimental to the business environment and deter investors. "Disputes and litigation can dent investor confidence in the public private partnership model. The regulator needs to play an active and constructive role in implementing an equitable and transparent tariff structure through consensus amongst the various stakeholders," global consultancy firm Ernst and Young Partner (Infrastructure) Kapil Arora said.

Conceding that the fog-related delays at the airport have a cascading effect on flight schedules, airport authorities said systems were being put in place to avoid passenger inconvenience.

The BIA normally experiences ‘radiation fog’ - formed by the cooling of land after sunset by thermal radiation in calm conditions with clear sky - between November 13 and February 16, sometime between 3 am to 9 am. However, some of the airlines operators and even the BIA claim that the airport is not affected as many days as compared to some others in the country, especially Delhi.


I know the BA inbound was diverted to MAA, and finally left MAA at 7 am to land BLR at 8 am or so.

Bangalore International Airport Ltd. (BIAL), which operates BLR under a 30-year concession, is also planning to add a second runway. “We’re seeking planning permission for a parallel runway. We’re forecasting to take the second runway in operations in 2014,” Nair said.

BLR has been growing rapidly, increasing its passenger numbers by more than 50%, since it opened as a new Greenfield airport under public-private ownership in 2008. It was the first airport in India to be constructed through a public-private partnership. For the financial year 2010-11, it was the fourth busiest airport in India, in terms of overall passenger traffic of 11.6 million, and fifth busiest in terms of international passenger traffic.

It expects to handle 13.2 million passengers in the current fiscal year ending March 31, 2012, up from 11.6 million in FY 2010-11. In the first six months of this fiscal year, it grew passenger traffic by 14%. BLR said its passenger traffic is 81% domestic and 19% international.

Kingfisher Airlines is BLR’s largest airline customer, with a 27% market share, followed by Jet Airways (26%) and IndiGo (20%). The largest intentional airline customer is Emirates, followed by Lufthansa, with a respective 18% and 11% share of BLR’s international passenger traffic.


Pipe dreams or reality? Given that domestic carriers haven't seen any results from BLR, I don't think we can expect any one of them to set up a hub. European or Aussie carriers much prefer routing via SIN due to the higher O&D demand from SIN itself. I don't know what other class of carrier would like to make BLR a hub on the kangaroo route?

The alternative road to the airport is expected to halve the traffic on the existing road but remains unused with BBMP and BIAL at loggerheads.
In January this year, the standing committee on major works of the BBMP met BIAL officials and urged them to provide all the necessary clearances, but nothing seems to have materialised even after a couple of meetings.
BBMP opines that the new road will not be tolled. Many BIAL employees too jump over the five-foot wall to get to the airport as it reduces their travel time.


Would certainly love to see an alternate approach road - and most importantly - the metro extended to BIA!
