Nepalese Ministry of Tourism and Civil Aviation (MoTCA) reportedly received license applications from Buddha Air, Shree Airlines, Unity Airlines and Dynamic Airlines to launch international operations (My Republica, 23-Feb-2010). MoCTA requires airlines to have completed five years of domestic operations and have a minimum fleet of three aircraft. The airlines would also require approval for an international Air Operator's Certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), following approval from MoTCA.

•Buddha Air: Plans to launch Indian operations on the Pokhara-Lucknow and Biratnangar-Varanasi sectors;
•Dynamic Airlines plans to launch services to 11 destinations, including Doha, Dubai, Gaya, Malaysia, Delhi, Karachi and Dhaka. The carrier plans to launch Kathmandu-Gaya service with ATR72 aircraft, while it expects to operate B737-800 aircraft from Sep-2010.

Buddha Air announced plans to launch operations to India, including Calcutta, Patna and Lucknow in the next three to four months, following the designation of traffic rights under the revised India-Nepal bilateral air services agreement (The Telegraph, 20-Apr-2010). Air India is the sole carrier on Calcutta-Kathmandu sector.
