Indian gov't awards first batch of RCS routes to 5 carriers

India's Ministry of Civil Aviation has unveiled the first batch of seventy-eight domestic routes awarded under its Regional Connectivity Scheme (RCS) or alternatively Ude Desh Ka Aam Naagrik (UDAN).

Administered by the Airports Authority of India (AAI), the RCS programme aims to increase the penetration of air travel among India's working and middle classes by subsidizing flights to the country's 400+ underserved Tier II and III cities. Financing for the flights is through a system of financial incentives including Central and State government concessions and Viability Gap Funding (VGF). The latter will be raised through the taxation of scheduled commercial flights between India's Tier I city airfields which include Delhi Int'l, Mumbai Int'l, Chennai, Hyderabad Int'l, Bengaluru/Bangalore Int'l, and Kolkata.

Initial RCS projections show the fare for a one-hour journey of approximately 500 kilometres on a fixed-wing aircraft, or a 30-minute journey on a helicopter, will be capped at INR2,500 (USD36.45), with proportionate pricing for routes of different lengths/duration.

During a press conference on Thursday, March 30, Civil Aviation Secretary Rajiv Nayan Choubey said VGF would amount to INR2.05 billion rupees (USD31.6 million) for this round of routes which have been awarded to five operators including Air India unit Alliance Air, Deccan Charters, Air Odisha, TruJet, and SpiceJet.

Airlines will operate 19- to 78-seater turboprops on the routes. They will cover 50% of a flight's load with a minimum of nine and maximum of forty seats for fixed-wing aircraft, and a minimum of five and maximum of thirteen seats for rotary-wing aircraft. According to The Times of India, SpiceJet did not apply for any VGF.

As per a presentation made by the Indian Minister of Civil Aviation, Ashok Gajapathi Raju, the following airlines have been awarded the following routes:

- Alliance Air (India) (9I, Mumbai Int'l):
1. Bhatinda–Delhi Int'l;
2. Shimla–Delhi;
3. Agra–Jaipur;
4. Balkanabat(NAL)–Delhi;
5. Gwalior–Delhi;
6. Gwalior–Indore;
7. Ludhiana–Delhi;
8. Pathankot–Delhi.

- Deccan Charters (Bangalore Int'l):
1. Shimla–Delhi;
2. Agra–Delhi;
3. Ludhiana–Delhi;
4. Andal (Durgapur)–Bagdogra;
5. Andal (Durgapur)–Kolkata;
5. Burnpur–Kolkata;
6. Cooch Behar–Kolkata;
7. Jamshedpur–Kolkata;
8. Rourkela–Kolkata;
9. Kulu (Bhuntar)–Delhi Int'l;
10. Pantnagar–Dehra Dun;
11. Pantnagar–Delhi;
12. Shillong (Barapani)–Agartala;
13. Shillong (Barapani)–Aizawl;
14. Shillong (Barapani)–Dimapur;
15. Shillong (Barapani)–Imphal;
16. Shillong (Barapani)–Silchar;

6. Nanded–Hyderabad Int'l;
7. Vidyanagar–Hyderabad Int'l;
8. Vidyanagar–Bengaluru;
9. Mysore (Mandacally)–Chennai;
10. Salem–Chennai;
11. Bidar–Bengaluru (Approval Pending);
12. Hosur–Chennai (Approval Pending);

- SpiceJet (SG, Delhi Int'l):
1. Adampur–Delhi;
2. Kandla–Mumbai;
3. Kanpur (Chakeri)–Delhi;
4. Pantnagar–Hyderabad;
5. Porbandar–Mumbai;
6. Jaisalmer–Jaipur.

Carriers are to begin servicing the specified routes later next month with all routes to be active by September 2017.

Why have they given so many routes to Air Odisha and Deccan Charters, both of whom don't operate any scheduled flights?

Air Odisha & Deccan Charters have maximum routes and still do not have an aircraft that can carry more than 15 pax in their current fleet.

How many aircraft are they going to lease? Does it need to have a daily frequency?

This being a new scheme, route allotment would be the first thing to do. They can now do their fleet planning accordingly. If they are unable to utilise the rights granted, things can then be moved around. Though I wish the financial soundness of the companies are being taken into consideration.

Exactly my point. You cant make a new business plan based solely on government's subsidy. SpiceJet and Alliance Air may succeed based on their own feed but I doubt the others may survive much longer.
