Air Odisha founder Santosh Pani said: "I had personally gone to the DGCA office to follow up the matter. The Flight Standard Department in the DGCA headquarters informed me that the operation manual submitted by us was missing". The carrier submitted the operation manual in Apr-2015, with the carrier planning a Nov-2015 launch.
