Tamil Nadu and Karnataka more corrupt than Chattisgarh, Jharkand and Delhi? Please....

So thus 20 out of 28 states are AT LEAST moderately corrupt.
What are the other 8 states? Mildly to barely corrupt?
This is pathetic, but expected.
With regards to Tamil Nadu, I think they got off easy. Miss Fat Cow, the ugly Jayaram, her cronies, her lover MGR, and the M.K. and MK Stalin thieves have robbed the country blind over the last 30 years.
It is the height of embarassment of any NRI Tamil to land in Madras and view the filth and stench of the bureacratic thievery, incompetence, and tomfoolery that is the government of Tamil Nadu.
