uptill now I used to think it was just Nepal. Not to mention that none of the major countries are listed. The most probably reason is potential immigrants.

Recently, I read somewhere it GOI is contemplating Visa on Arrival for citizens of selected countries. That has been difficult uptill now due to our policy of reciprocation in context of foreign affairs, and other countries not granting the same due to potential immigrants. But, it seems GOI is unilaterally opening up to tapping into tourist market, which indeed is a good news. I was wondering if for example, they issed Visa on arrival to all those flying in from BKK. But, that can easily be misused by potential terrorist.

Good move anyway.

From the rules:

Code:

If arriving at Sheremetyevo, visa can be obtained on arrival:
- provided prior approval has been obtained from the Ministry
  of Foreign Affairs; or
- in the case of a technical failure with an already issued
  visa.
Fee: USD 75.- to USD 150.-, depending on circumstances.

I've consciously not listed countries where you can get a VOA with prior approval from the ministry - there are many such countries (including almost all gulf countries). Getting the prior approval from the ministry is similar to getting a visa issued, and hence I did not list such countries.

But to answer your question, I don't think they have the facility of VOA based only on an invite letter.

Malaysian govt has decided to withdraw this facility for flights from MAA, due to huge humber of folks frm there overstaying on this VOA.

Good point on Bhutan - here's what the rules are:

Code:
Visa not required for a max. stay of 2 weeks, provided permit
is issued upon arrival by Immigration Department.

Entry refused if coming for mountaineering, publicity and
other research activities.

All visitors must book with a registered tour operator in
Bhutan through a travel agent abroad.

I guess I left Bhutan out of the list, since I'm not sure about this "registered tour operator" business - seems like paperwork before the trip. LMK if that's not the case, and it's just a mere formality.

Excellent Post

But as an ertswhile travel agent allow me to point out the CATCH in this impressive list.

To reach many of the more exotic destinations like Palau, Micronesia,Samoa, Tuvalu ,Vanuatu and a few others you have to transit through Austalia, New Zealand or USA none of whom will alow you to sit in their airport transit lounges without a TRANSIT visa to be obtained in ADVANCE.

Hence BEWARE-before you plan your next DREAM VISA FREE HOLIDAY.
