The IAF’s doubts on the HAL’s ability came on a day when Defence Minister A. K Antony asked the DRDO to stick to deadlines to complete more than 500 ongoing programmes and concentrate on strategic projects.
IAF’s director general ( flight safety) Air Marshal P. P Reddy said in a seminar on aerospace sector that the HAL’s design capability had come down in the 1970s and 80s. Though the senior officer maintained it was his personal view, he said the current cap of 26 per cent on Foreign Direct Investment ( FDI) is not attractive to the investors.
He said the FDI limit can be raised so that technology and capability can be accessed. The HAL’s representative at the seminar said it was natural to have some delays in delivering aircraft.
The IAF’s concerns about the HAL stems from the fact that all the key projects are running behind schedule and it had reached a point where it was having adverse impacts on the operations.
A study of key projects tells a story of delays and cost overruns. The IAF needs Intermediate Jet Trainers for the crucial second stage of the pilot training programme. The IJT has been under development for over 10 years now with a research and development cost of ` 600 crore.
But the design and development of the aircraft are still to be sorted out. |
