IAF receives 18 Pilatus trainer aircraft

The Indian Air Force (IAF) has received its initial batch of 18 Pilatus PC-7 MkII trainer aircraft, which has “received great performance ratings from trainees and instructors alike”, the company said Wednesday.

“Within 15 months of contract signing, the record on-time deliveries of aircraft and logistic support material by Pilatus has enabled the Indian Air Force to complete induction of 18 aircraft as per the agreement. Further, a steady stream of additional aircraft is being added on a monthly basis and under the accelerated delivery schedule all 75 basic trainer aircraft are expected to be handed over to the Indian Air Force by mid-2015,” a company statement said.

It said the induction of the aircraft “proceeded smoothly and due to Pilatus’ unwavering commitment to match the performance of PC-7 MkII with timely deliveries, the first training course on the new aircraft is actually ahead of schedule”, adding: “By the end of August, the fleet has already logged 3,000 flight hours with almost 5600 landings.

Despite the challenges of adverse weather conditions due to the onslaught of the monsoon, “the first solo flights were successfully completed within the initial three weeks of flight training. Summarising the first two months of training, the instructors and flight cadets at the Air Force Academy at Dundigal expressed immense satisfaction with the excellent, highly conducive teaching environment afforded by the new Pilatus PC-7 MkII trainer, which dramatically boosted the quality of instruction”, the statement said.

India agrees new PC-7 bid deadline

India’s defence ministry has agreed to give potential domestic bidders for local production of 106 Pilatus PC-7 Mk II basic trainers until 21 July to prepare their proposals.

To be performed under New Delhi's "Buy & Make (Indian)" category, the deal is planned as a follow-on to a direct purchase of 75 of the type signed with the Swiss airframer. Deliveries have reached roughly the halfway stage, with the remainder due to be transferred by August 2015.

New Delhi had previously extended the deadline for the receipt of proposals until 21 April, but local companies sought additional time in order to finalise production arrangements.

India is likely to go in for 106 more Swiss Pilatus PC-7 basic trainer aircraft (BTA), the bulk of which will be produced domestically, to help train rookie IAF pilots in a project worth around Rs 7,000 crore.

This comes after defence PSU Hindustan Aeronautics' attempt to develop its own BTA called HTT-40 failed to pass muster with the defence ministry. First, it would have been much more expensive than the Pilatus BTA already being inducted by IAF. Second, it would have not met the timelines specified long ago.

So, the defence acquisitions council (DAC) is slated to consider the case for 106 additional Pilatus at the meeting to be chaired by Manohar Parrikar on Saturday, say sources.

One option is to buy 38 Pilatus off-the-shelf, with the rest 68 being produced by the 5 Base Repair Depot (BRD) of IAF at Sulur. Other options could include importing only 10 BTA, with 96 being made in India.

Government has cleared the purchase of 38 additional Pilatus basic trainer aircraft for the IAF from Switzerland and nominated state-run Goa Shipyard to manufacture 12 mine counter-measure vessels (MCMVs) for Rs 32,000 crore.

It also decided that future requirements of the trainer aircraft would be met by state-run HAL which would be given adequate orders for its HTT-40 plane to be commercially viable.


The major decision taken at the meeting was regarding the Pilatus aircraft. The Council decided to go in for the option clause in the deal that was originally signed in 2012.

The original contract for 75 aircraft had the option clause of buying 50 per cent under same terms and conditions for three years. This option clause runs out in May and hence the Council decided to go in for that.

The force has so far inducted 59 PC-7 aircraft. IAF had calculated a requirement of 181 basic trainer aircraft (BTA) out of which 90 were supposed to be bought off the shelf and 91 made in India.

However, the UPA government decided to go for a 75 aircraft contract with a 50 per cent follow-on clause.

"The remaining requirement will be met by the HAL which will supply its indigenously developed HTT-40. Adequate orders will be given to the HAL to make the development commercially viable," Defence sources said.

They said that the progress of this project will be monitored by a committee and it will periodically submit its report to the DAC.

The successful handover of the 75th Pilatus PC-7 MkII Training Aircraft to the Indian Air Force (IAF) at the Air Force Academy in Dundigal marks the final aircraft delivery milestone under the contract between Pilatus and the Government of India’s Ministry of Defence, which was signed on the May 24, 2012. The introduction of the PC-7 MkII Training System has enabled the IAF to revolutionize their basic pilot training capability.

The arrival of the first of 75 Pilatus PC-7 MkII trainer aircraft in February 2013 signified the beginning of a new era for pilot training in the IAF.

Commenting on the delivery of the 75th aircraft with its “commemorative livery”, Jim Roche VP Government Aviation and Deputy CEO of Pilatus sais, “We are extremely pleased to have completed delivery of all PC-7 MkII trainer aircraft well ahead of the original IAF schedule requirement.

Delivering and supporting the IAF’s Basic Flight Training requirements has been a remarkable experience and we remain fully committed to supporting the fleet’s in-service operations with equal efficiency and competence.”

The PC-7 MkII trainer aircraft has achieved some outstanding performance benchmarks at Dundigal. Since the first delivery in February 2013, the PC-7 MkII fleet has flown more than 40,000 hours and accumulated well over 80,000 landings.

The PC-7 MkII has enabled the IAF to increase the basic training syllabus in terms of flight hours by 220 percent compared to previous operations and also increase the solo content from 1 to 14 sorties. The PC-7 MkII Training System has successfully proven its effectiveness and validates the decision by the IAF to operate the most advanced Basic Flight Training aircraft in the world, the PC-7 MkII
